Polygrapher — INL Haiti Enhanced Vetting & Polygraphing
Position Overview
Polygraphers support the Lead Polygrapher in conducting enhanced vetting and polygraph operations in Haiti for HNP candidates supporting specialized anti-gang/counternarcotics units.
Location / Deployment
Primary deployment location: Port-au-Prince, Haiti, with potential additional missions to Cap Haitien and Les Cayes as directed.
Workspaces are expected to be in the same lodging facility as accommodations for security and operational control.
Key Duties & Responsibilities
Conduct polygraph examinations and support enhanced vetting operations for HNP candidates in coordination with the LP and COR.
Conduct polygraph operations using simultaneous interpretation when needed (contractor provides interpreters for polygraphers without French/Creole).
Contribute to post-deployment reporting within required timelines (biodata, assessment summaries, supporting data, and pass/fail recommendations).
Support identity integrity measures such as photographic verification/identification as required during courses.
Minimum Qualifications (Required)
Graduate of an accredited polygraphing and vetting training program (e.g., APA, NCCA, or similar).
4+ years experience with international polygraphing programs (coordinating/assessing/conducting/managing), preferably Caribbean or Latin America.
Completed 200+ NCCA-accredited LEPET polygraph exams.
Demonstrated experience running programs using simultaneous interpretation.
Fluent English (speaks/reads/writes).
No negative prior experience working with INL and never removed from a USG mission/civilian policing activity.
Excellent interpersonal and written/oral communication skills.
Preferred Qualifications
French and/or Haitian Creole language ability (they strongly prefer at least one person per deployment with French/Creole).
Security Requirement
Requires MRPT eligibility; favorable interim MRPT is acceptable to start, but denial/withdrawal requires immediate removal from performance.
