Job Description

Lead Polygrapher (LP) / Project Manager — INL Haiti Enhanced Vetting & Polygraphing

Position Overview

The Lead Polygrapher (LP) serves as the on-site project manager and primary point of contact for INL Haiti, INL/Washington, and the COR. The LP coordinates and oversees the administration of enhanced vetting and polygraphing for Haitian National Police (HNP) officers and recruits supporting anti-gang/counternarcotics units.

Location / Deployment

Primary place of performance: Port-au-Prince, Haiti (specific site(s) approved by HNP and INL-Haiti).
Additional testing may be requested in Cap Haitien and Les Cayes.
Due to security considerations, interview/testing space is expected to be within the same lodging facility as polygrapher accommodations.

Key Duties & Responsibilities

Lead and coordinate the administration of vetting under the contract; ensure candidates are vetted timely and completely.
Serve as the project’s POC with the COR/INL program office/Embassy Port-au-Prince; coordinate planning and managerial issues.
Develop and manage the Work Plan (due within 20 days of award) including: deployment schedule, lodging/facilities proposal, daily/weekly vetting schedule, and staffing plan.
Determine feasibility and effectiveness of the vetting schedule and identify resources needed to execute the mission in Haiti.
Support continuous improvement: meet with INL/HNP after initial vetting to identify ways to improve the vetting process.
Oversee required reporting: within 10 business days after a deployment, submit vetting reports including biodata, summary assessment per candidate, supporting data (sources, employment history, gang/corruption concerns), and pass/fail recommendations; also produce a final report after the final deployment.
Ensure identity controls and integrity checks: coordinate required photographic verification/identification of training participants as required.

Minimum Qualifications (Required)

8+ years international polygraphing programs experience (coordinating/assessing/conducting/managing), preferably Caribbean or Latin America.
Graduate of an accredited polygraphing and vetting training program (e.g., APA, National Center for Credibility Assessment, or similar).
Completed 500+ NCCA-accredited LEPET polygraph exams.
Demonstrated experience conducting programs using simultaneous interpretation.
Fluent English (speaks/reads/writes).
Excellent interpersonal and written/oral communication skills; proficiency in MS Word, PowerPoint, Excel.
No negative prior experience working with INL and never removed from a USG mission/civilian policing activity.

Preferred Qualifications

PMP certification (preferred, not required).
French and/or Haitian Creole language ability.

Security Requirement

Polygraphers require a Moderate Risk Public Trust (MRPT); favorable interim MRPT is acceptable to begin work, but if interim is denied/withdrawn the employee must be removed immediately.
