Strategic Outreach & Growth
- Lead and execute NCRCu outreach strategy across universities, government agencies, and industry partners
- Identify and develop strategic partnerships aligned with NCRC mission priorities and cyber T&E gaps
- Support strategic growth planning initiatives in coordination with Government leadership
- Represent NCRCu in external engagements, conferences, and working groups
Training & Event Development
- Solicit stakeholder input and define requirements for cyber training events and exercises
- Design and align training events with real-world cyber operational and T&E objectives
- Coordinate with internal teams to ensure successful execution of multi-enclave cyber events
Cyber T&E Focus Areas
- Identify and establish project focus areas based on emerging cybersecurity T&E challenges and capability gaps
- Translate operational needs into actionable training and experimentation initiatives
- Support integration of blue/red/white team activities into training environments
Innovation & Industry Engagement
- Develop and execute teaming agreements with Innovation Challenge partners and subcontractors
- Serve as the lead interface for industry collaboration and solution integration
- Drive participation in NCRC Innovation Challenges and pilot programs
Transition & Capability Development
- Facilitate transition plans for successful Innovation Challenge efforts into further R&D or NCRC operational capability
- Ensure alignment between prototype efforts and long-term NCRC development pipelines
Technical Execution Support
- Demonstrate and support use of the NCRC Integrated Cyber Event Tool Suite
- Assist in provisioning and deploying multi-enclave cyber training environments
- Bridge communication between technical teams and non-technical stakeholders
Requirements
- Bachelors degree in STEM or a related field
- 11+ years of experience in one or more areas: Cybersecurity, Test & Evaluation (T&E), DoD training environments, Program management or technical outreach
- Demonstrated experience supporting DoD programs or cyber range environments
- Proven ability to engage with senior government stakeholders and external partners
- Experience in developing and executing training events, exercises, or cyber scenarios
- Strong understanding of: Cyber operations (Red/Blue/White team concepts), Cyber range environments or simulation platforms, Workforce development in cybersecurity
- Experience with strategic planning, partnership development, or business development
- Active Secret clearance (TS/SCI preferred or ability to obtain)
Desired qualifications:
- Experience with similar DoD cyber
- Familiarity with DCWF / NICE workforce frameworks
- Experience working with universities or academic partnerships
- Background in SBIR/STTR, OTA, or Innovation Challenge programs
- Experience drafting: White papers, Capability roadmaps, Transition plans
- Hands-on experience with: Cyber event design, Multi-enclave environments, Cloud or hybrid cyber infrastructure
- PMP, DAWIA, or similar certification (preferred)
