This position is being filled under Direct Hire Authority (DHA) in accordance with Section 1109 of FY 2020 NDAA; P.L. 116-92 and Section 9905 of Title 5, U.S.C.

Typical work assignments may include the following:
  • Serves as an IT Specialist and assists the ITD in leading the IT systems management by interpreting general guidelines, implementing the IT projects, applications operation and maintenance, software development, cloud migration, cloud services management and troubleshooting, cybersecurity policies implementation, business process changes, and developing enhancement plans and specifications for IT operational and management systems.
  • Prepares Business Requirement Documents (BRD) for new and current supported software and system changes. Acts as a primary liaison between functional areas within FSD and DISA/cloud provider to support IT services, capture requirements, system maintenance, project management, design, system development, and resource planning.
  • Defines high-level strategic & tactical business system requirements for FSD, using many different techniques for gathering information, including a review of existing documentation, interviews, Online research, surveys, questionnaires, and personal observations. Possesses advanced interviewing skills, including the ability to dig deep with follow-up questions, interviews people with different points of view, and draw conclusions.
  • Documents and mitigates security risk and the development of standards (information
    operation, network, system, software, etc.) associated with IT and the cyber domain. Defines and documents roles and responsibilities for information, processes, applications, and enterprise infrastructure.
  • Defines customer and stakeholder needs and constraints, clarifies objectives, and applies system architecture principles to develop and manage technical requirements and achieve the appropriate balance among resources, schedule, and technical requirements. Plans and provides customer support services, including installation, configuration, troubleshooting, and training.
  • Occasionally performs the duties of a Contracting Officer's Representative (COR) and/or Contracting Officer's Technical Representative (COTR).

  • This position requires you to submit a Financial Disclosure Statement, OGE-450, Confidential Financial Disclosure Report upon entering the position and annually.
Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirement and Individual Occupational Requirement for the Information Technology (IT) Management Series 2210 (Alternative A):

Information Technology-related experience demonstrating each of the following competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail; Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services; Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately; Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Note: Experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

In addition to the Basic Requirement and Individual Occupational Requirement, you must meet the below Minimum Requirements for this posititon:

I have one year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates the following: Managing IT Systems, interpreting general guidelines, and implementing IT projects; Overseeing application operation and maintenance, software development, cloud migration/services, troubleshooting, cybersecurity policies, business process changes, and assisting with enhancing plans and specifications for IT operational and management systems; Documenting and mitigating security risks and the development of standards (information, operation, network, system, software, etc.) associated with IT and the cyber domain; Defining and documenting roles and responsibilities for information, processes, applications, and enterprise infrastructure; Overseeing a large-scale and highly complex IT projects; Preparing and reviewing requests for approval for software and hardware acquisition; Evaluating proposals, providing technical guidance to contractors, and solving technical problems; AND performing the duties of a Contracting Officer Representative (COR) and/or Contracting Officer's Technical Representative (COTR).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
