Job Description

Duties

  • Serves as the executive advisor on programs and initiatives within the Group. Monitors the effectiveness and status of group programs and activities by reviewing program status documents; internal metrics and productivity reports; management indicators; inspections, staff assistance, audit reports from visual observations, and personal contacts with the group staff and operating personnel.
  • Manages group resources for executive support, services, and activities. Conducts management studies, inquiries, and surveys to determine support requirements and measure existing structures effectiveness in meeting objectives.
  • Performs other clerical and administrative work in support of the organization/office. Develops, establishes updates, and maintains organization procedures and records/files of various types to ensure effective and efficient operation of the Group.
  • Plans/conducts executive level meetings, conferences, and events as directed. Obtains necessary background information, materials, and data to ensure complete coverage of issues.
  • Develops and disseminates directives, informational memoranda, and instructions to assure uniform interpretation and application of administrative regulations and procedures throughout the Group. Renders interpretations of directives pertaining to administrative functions and programs.

  • This is a Mission Essential position performing a Mission-Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

  • Employees and family members requiring medical/dental care in the overseas location are responsible for obtaining/paying for care. Access for these members to military medical/dental treatment facilities is on space-available/reimbursable basis only.
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.
  • Travel and Relocation expenses will NOT be paid.
  • Physical Requirement - selectee is required to meet specific physical standards and medical requirements consistent with being able to perform the essential functions of the overseas position.
  • Must be able to obtain and maintain a Secret clearance.
Qualifications

Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

GS-09

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes (1) Applying principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. (2) Ability to analyze, evaluate, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. (3) Knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

OR
EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts

OR
COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; and have at least one year of progressively higher-level graduate education but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of your transcripts.

GS-10

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes (1) Applying extensive body of rules, procedures, or operations that require extended training and experience to perform a wide variety of interrelated or nonstandard procedural assignments and resolve a wide range of problems; or practical knowledge of standard procedures in a technical field, requiring extended training or experience; or extracting information from various sources when this requires considering the applicability of the information and the characteristics and quality of the sources. (2) Ability to analyze and evaluate diverse issues and obtain inputs from organizational elements; to serve as a knowledge management professional for the group command section. (3) Knowledge of web-based applications such as task management tools, evaluation management system, installation tracking system for correspondences, and SharePoint to monitor, track and route staff summary sheets, awards, evaluations, and tasks that require high visibility, situational awareness, and resolution.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-10 level.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of the overall mission, functions, operations, and organization, and a variety of principles andprocess applicable to the work operations of a military group or equivalent.
  • Knowledge of analytical, evaluative, and planning processes, techniques and methods as applied to issuesor studies involving administrative or support functions.
  • Knowledge of laws, regulations, policies and precedents applicable to group programs and relatedsupport resources or equivalent.
  • Knowledge of safety and security regulations, practices, and procedures.
  • Ability to communicate effectively both orally and in writing. Ability to plan, organize work, and manage multiple taskings.
  • Ability to apply lean, safety, security, and health principles, practices, and procedures and to understand and apply internal management procedures.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
