Qualifications
FOR THE GS-09 POSITION:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assisting in the development of performance standards for customer contract requirements, identifying historical technical and performance problems, analyzing defective work, and identifying material deficiencies or substitutions; 2) Utilizing technical knowledge of facility systems-such as HVAC, Fire Protection, or Elevator systems-to review contractor work, assess compliance with contract specifications, and assist in identifying solutions to technical performance problems; 3) Preparing Performance Assessment Plans (PAPs) and Functional Assessment Plans (FAPs); 4) Performing a variety of administrative/operational functions to include planning, organizing, and facilitating necessary meetings with customers and contractors with oversight; and 5) Preparing cost analysis and estimates, applying industry/DoD estimating standards to determine the reasonableness of the contractor's proposal for modifications or changed conditions.

Specialized experience must demonstrate the following: 1) Preparing written documentation for observations, analyzing adverse quality trends or conditions to determine appropriate corrective actions, and assessing customer complaints regarding contractors services; 2) Reviewing shop drawings, job plans, and performance schedules in order to enforce applicable safety standards and Operational Risk Management techniques; 3) Preparing daily reports and verbally communicating with Customers and NAVFAC personnel; 4) Assessing contractor performance on Facility Support Contracts to validate the contractor's services meet the contract specifications; and 5) Assisting in the development of contract specifications, reports, performance standards (that are measurable, accurate and clearly understood).

A master's or equivalent graduate degree;

2 full years of progressively higher level graduate education leading to such a degree;

LL.B. or J.D., if related.

1 full year of graduate level education;
or
Superior Academic Achievement.

- You will serve as a liaison between the Contracting Officer's Representative (COR), the Contractor, and the Contracting Officer.
- You will review contract specifications for compatibility with the administration of performance assessment methods and procedures.
- You will attend and assist with pre-proposal site visits and pre-proposal conferences.
- You will provide assistance to the Contracting Officer's Representative (COR) with performance assessments of assigned Facility Support Contracts.
- You will prepare government cost estimates for task orders and minor modifications using industry accepted standards.
- You will conduct on-site assessment of Facility Support Contracts to observe work performance and methods employed to ensure compliance with specifications and drawings.
