Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Managing an overall Human Research Protection Program in an academic and/or research environment;
2) Providing comprehensive guidance to leadership, investigators, faculty, staff, and students on human subject research program requirements, risks, and procedures;
3) Handling the regulatory compliance, coordination and administrative oversight of a Human Research Protection program in an academic and/or research environment; and
4) Providing guidance/working with an Institutional Review Board (IRB).

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

- You will draft, update, and maintain Human Research Protection Program (HRPP) policies, SOPs, guidance, and compliance documentation.
- You will provide expert advisory support to the Institutional Review Board (IRB) Chair, Institutional Official, Provost, Commandant, and other leadership on HRPP implementation, compliance risks, reportable events, and program improvements.
- You will serve as primary liaison with Department of the Navy HRPP and other oversight organizations.
- You will oversee HRPP training and education; maintain certification records and deliver outreach and training to the research community.
- You will prepare monthly HRPP and IRB operational status reports and maintain program metrics.
- You will coordinate site inspections, assist visits, and audits.
