Job Description

Duties

  • Directs and administers the installation level testing programs, which may include, but not limited to all military tests (AFOQT, CDC, EDPT, TBAS, AFRAT, HAZMAT, etc.), the Credit-by-Exam program (CLEP/DSST), civilian testing programs, such as FAA and Pearson Vue testing, and any other required tests IAW with applicable directives.
  • Manages and administers the installation's Weighted Airman Promotion System (WAPS) tests.
  • Management/Security of Test Materials.
  • Manages the Foreign Language Proficiency Pay & Bonus (FLPP/FLPB) programs.
  • Develop, interpret, and analyze data extracts and reports from automated testing databases and/or develop the most efficient and effective automated systems approaches for presenting reports and graphics for management.

  • Must possess attribute of unquestionable integrity.
  • Knowledge of applicable Air Force Instructions (AFI) is desired.
  • Verbal and written skills to prepare publicity materials and present informational briefings/presentations.
  • This position is not Centrally managed and PCS will not be paid.
  • Recruitment without PCS cost is limited to only local commuting area for USAFE.
Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrativeand Management, for the GS-1702, Education and Training Technician Series.

SPECIALIZED EXPERIENCE: Applicant must have at least one year of specialized experience at the GS-08 (or higher) grade level or equivalent in other pay systems. Examples of specialized experience include: knowledge of policies, procedures, and guidelines in relation to functions performed as Test Control Officers, assisting with policy, procedures, and guideline development in relation to test control, security, and disposition of test materials, and Knowledge of promotion, career proficiency and other military test, identifying discrepancies in selective records, and screen and develop lists of eligibles for promotion based on date of rank and schedule pending promotion boards.

EDUCATION:
Successful completion of a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D. Education must have major study in education or a subject area related to the position to be filled. NOTE: You must submit copies of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of military policies and procedures and coding systems relating to military testing programs.
  • Knowledge of military personnel instructions, principles, processes, and policies and of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of controlled test materials.
  • Knowledge of military personnel policies, regulations, and procedures regarding rank structure, assignments record keeping and the requirements for promotion.
  • Skill with various office automation software programs, tools, techniques to support test administration, and office operations.
  • Skill in typing and ability to use computers and related software application.
  • Ability to communicate effectively, both orally and in writing to disseminate guidance, letters, bulletins, reports, and statistical summaries on personnel issues and programs, conduct training and briefings, and present issues and recommendations.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
