Duties

The primary purpose of this position is: The primary purpose of this position is to serve as the Deputy Chief for the Headquarters, U.S. Central Command (USCENTCOM) Operations Directorate, J3 Interagency Action Group (CCJ3-IAG). The incumbent serves as the deputy to the CCJ3-IAG Division Chief and acts for them with full authority in their absence. The incumbent is also responsible for all budgeting and resourcing for the IAG Division, serving as the senior authority and advisor on all financial/manpower (Military Reservist, Government Civilian, Contractor) management/oversight functions. This position assists the Division Chief in the direction and oversight of a major program of international scope, integrating Counter-Threat Finance (CTF) and Counter-Narcotics (CN) efforts to support United States and host nation law enforcement and interagency partners.
  • Works with the Division Chief in planning, organizing, and overseeing the activities of the Division CCJ3-IAG.
  • Participates with the Division Chief in the exercise of supervisory personnel management responsibilities.
  • Provides Program Oversight and Strategic Reporting.
  • Interagency Liaison and Partner Integration.

  • Incumbent may be required to perform periodic travel (CONUS/OCONUS) in commercial and military aircraft.
  • Position requires accompanying the HQ USCENTCOM staff and performing assigned duties in both exercise and actual wartime situations. This may require operation in both field conditions and a combat zone/hazardous duty pay zone.
  • Incumbent may be required to work rotating shifts, weekends, and federal holidays throughout the year.
Qualifications

Conditions of Employment Cont.:
  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A non-disclosure agreement must be signed.
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343)

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes Detailed knowledge and experience in all facets of national-level program and financial management, including the principles, concepts, and practices of the Planning, Programming, Budgeting, and Execution (PPBE) process. Expert knowledge of the mission, roles, functions, organizational structures, and operation of US CENTCOM, DOW, J3 Interagency Action Group (IAG), including elements of the U.S. interagency community and other organizations to provide command level staff guidance. Comprehensive knowledge of federal civilian and military personnel management principles, regulations, and practices for a mixed workforce, including EEO principles and performance management. Substantive knowledge of the roles, responsibilities, and equities of U.S. Government departments, agencies, and international partners involved in Irregular Warfare, Counter-Threat Finance, and Counter-Narcotics missions.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Ability to lead, plan, organize, and direct a complex, multi-faceted organization; to think strategically; and to make authoritative decisions on substantive program and resource issues. Highly skilled in leading, managing, motivating, and developing a diverse workforce, including subordinate supervisors, to accomplish strategic organizational objectives.
  • Ability to develop, implement, and direct knowledge management systems, program oversight processes, and strategic reporting suitable for senior internal and external stakeholders. Ability to communicate effectively, both orally and in writing; to negotiate complex issues and build consensus with senior officials; and to maintain effective working relationships.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
