Duties
The primary purpose of this position is: To serve as the senior managerial and technical authority for the Mountain Home Range Complex (MHRC), a large, geographically dispersed, multi-use live-fire training enterprise supporting Air Force, Joint, Interagency, and International Partner operations. Exercises independent judgment and approval authority over complex, high-risk training operations involving live ordnance, unmanned systems, and nonstandard weapons employment. Advises Wing and Group Commanders on operational risk, capability limitations, and long-range investment decisions affecting combat readiness.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Miscellaneous Administration and Program, Series 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of range control operations, range safety, weapons employment, land use, environmental compliance, and military airfield operations, maintenance, quality assurance and evaluation techniques, concepts, principles, practices and skills to plan, develop and implement effective quality assurance surveillance plans for the contracted ranges control operations and maintenance function. Knowledge of contracting policies and principles and the Federal Acquisition Regulation to review and analyze contractor results, determine appropriateness of other-than-normal charges, and to document substandard performance to protect the interests of the Government. Knowledge of land and facility management, environmental protection, hazardous materials and explosives, safety and security techniques, and knowledge of the operating capabilities of the facilities. Knowledge of planning, budgeting, and coordinating both long- and short-term range management activities including facility improvements. Knowledge of tactical and conventional delivery of air-to-ground ordnance is required to ensure certification of Range Control Officer. Knowledge of command instructions and manuals applicable to range operations, communications procedures, pattern safety, crash and rescue procedures, firefighting, evacuation, and range record keeping. Knowledge of statistical analysis, sampling methods, and authoritative report preparation.

EDUCATION: Have successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of range operations with ability to manage and supervise air to ground, unmanned aerial systems, and concurrent ground operations. Knowledge of governmental accounting, budgeting and supply systems. Knowledge of land and facility management to include long range planning for capital improvements. Knowledge of Federal Acquisition Regulations with skills in evaluating contractor work performance and documenting findings. Knowledge of statistical analysis, analysis of weapons safety requirements, and associated software. Knowledge of maps, geographic datums, GPS systems, and common coordinate systems. Skill and Ability to work effectively, independently, and as a member of a team. Ability to communicate effectively both orally and in writing. Ability to monitor budgets and inventories to support and maintain range operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Plan, coordinate, and direct daily activities on the MHRC as the representative of the Wing and Operations Group Commanders in range management functions.
- Monitors contractor performance to ensure Air Force contractual requirements are met and maintained.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
