The Program Manager (PM) serves as the single accountable authority for contract performance and is the primary point of contact with the Pension Benefit Guaranty Corporation (PBGC) Contracting Officer (CO) and Contracting Officer's Representative (COR). The PM is responsible for end-to-end oversight, performance management, reporting, and risk identification, ensuring all services are delivered in accordance with the Performance Work Statement (PWS), Quality Control Plan (QCP), and PBGC requirements.

The PM provides executive-level operational insight by interpreting data from PBGC-approved systems (e.g., ServiceNow) and leveraging reporting tools and dashboards to support decision-making, trend analysis, and performance management.

  • This role does not perform system configuration, custom development, integrations, or licensing activities. Technical implementation beyond reporting and interpretation is subject to a separate scope and funding.

Responsibilities

Program Management & Oversight
  • Serve as the primary contractual and operational point of contact with PBGC.
  • Maintain accountability for performance across all functional areas.
  • Ensure compliance with all PWS requirements, SLAs/AQLs, and reporting obligations.
  • Lead implementation and maintenance of the Quality Control Plan (QCP).
  • Proactively identify risks, workload pressures, and emerging issues and escalate as required.


Reporting & Performance Insight
  • Review, analyze, and consolidate operational data into monthly, quarterly, and annual performance reports.
  • Interpret trends, anomalies, and risks using PBGC-approved data sources and reporting tools.
  • Leverage ServiceNow reports and dashboards, and interpret dashboard visualizations (e.g., Power BI concepts) to support:
    • SLA monitoring
    • Workload and trend analysis
    • Executive-level operational insight
  • Translate data and dashboard outputs into clear, decision-ready narratives for PBGC leadership.

System & Tool Collaboration (Non-Technical)
  • Collaborate with Articus Solution Architects and PBGC stakeholders to:
    • Validate SLA and reporting requirements
    • Review dashboard concepts or prototypes
    • Confirm alignment between operational needs and available system capabilities
  • Serve as the business owner for reporting requirements, while not performing system configuration, development, or integration activities.


Governance & Risk Management
  • Maintain continuous awareness of staffing adequacy, service continuity, and compliance risk.
  • Ensure issues are addressed proactively without waiting for Government direction.
  • Support audits, data calls, and COR inquiries with accurate, traceable information.
  • Other duties as assigned

Qualifications

  • Bachelor's degree (Business, Management, Public Administration, Information Systems, or related field preferred).
    • 4+ years of relevant experience can be used in lieu of degree
  • 7+ years of federal contract program management experience to include:
    • Demonstrated experience managing Firm-Fixed-Price (FFP) federal services contracts.
    • Experience interpreting operational data and performance metrics to support executive reporting.
    • Working familiarity with ServiceNow reporting and/or dashboard visualizations (e.g., Power BI) sufficient to interpret, validate, and communicate performance information.
  • Public Trust clearance/Willingness and ability to comply with PBGC fitness determination requirements, background checks, and required training.


Preferred Qualifications:
  • Project Management Professional (PMP) certification preferred


Knowledge, Skills and Abilities:
  • Strong written and verbal communication skills, including the ability to translate data into executive-level insights.
  • Knowledge of Federal program management and performance-based Firm Fixed Price (FFP) services contracts, including PWS, QCP, SLAs/AQLs, QASPs, and Federal reporting requirements
  • Skill in serving as the single accountable authority and primary Government point of contact, analyzing operational data, interpreting ServiceNow or comparable dashboards (e.g., Power BI concepts), and translating performance metrics into clear, executive-level, decision-ready insights; skill in implementing quality control processes, managing performance and risk escalation, and producing accurate monthly, quarterly, and annual reports
  • Ability to maintain end-to-end accountability across multiple functional areas, exercise independent judgment, proactively resolve issues, support audits and COR inquiries with traceable data, and effectively prioritize competing demands in a high-visibility Federal environment.
