Position: Senior Explosives Safety Planner (Explosive Site Plan Support)
Location: Vandenberg Space Force Base, California
Clearance Required: Active SECRET (minimum)

Overview:
Strategic Technology Institute (STi) is seeking an experienced Senior Explosives Safety Planner to support explosive site planning (ESP) operations at Vandenberg Space Force Base (VSFB). The selected individual will provide expert-level advisory and analytical services to ensure compliance with Department of Defense and Air Force explosive safety standards. This position plays a critical role in maintaining safe and compliant launch and explosive operations across one of the nation’s most active space launch facilities.
Key Responsibilities:
Serve as the lead action officer for the development, review, and lifecycle management of all Explosive Site Safety Plans (ESSPs) at VSFB.
Conduct detailed Quantity-Distance (QD) and Net Explosive Weight (NEW) calculations using DoD-approved ESS software.
Prepare risk assessments and recommend mitigations balancing mission objectives with safety compliance.
Develop and route ESSP documentation through approval channels up to higher headquarters.
Provide subject matter expertise and guidance to government and tenant organizations (e.g., SpaceX, ULA) on explosive safety regulations (DoD 6055.09-M, DAFMAN 91-201).
Maintain expert proficiency with the DoD Explosives Safety Siting (ESS) software suite and ensure full data compatibility with government systems.
(Optional) Perform advanced blast modeling and analysis when directed, delivering detailed reporting and risk-based recommendations.
Required Qualifications:
Minimum of 10 years of experience in DoD explosives safety.
Served as Lead Explosives Safety Manager or Site Planner at a U.S. Space Force or Air Force Space Command installation for at least 12 months within the last 36 months.
Demonstrated expert-level proficiency using the DoD ESS software suite.
Strong knowledge of CMMC compliance, DoD 6055.09-M, and DAFMAN 91-201.
Ability to manage multiple site plans and coordinate across government and contractor stakeholders.
Active SECRET clearance required; higher clearance a plus.
Desired Skills:
Experience supporting high-tempo space or missile operations.
Familiarity with blast modeling, vulnerability management, and safety documentation standards.
Excellent technical writing, organizational, and communication skills.
Deliverables & Reporting:
Develop draft and final ESSP packages, risk assessments, and monthly status reports.
Ensure deliverables are technically accurate, compliant, and submitted on schedule.
