Primary Level Salary Range: $153,800.00 - $230,800.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Northrop Grumman Mission Systems (NGMS) Sector is seeking Program Manager 2 to lead defined program management scope for a strategic position with the Global Mission Solutions Business Unit. The selected individual will be onsite in our Baltimore, MD facility.
What You'll Get To Do:
Program management scope includes but is not limited to:
- Investment planning and management to include Capital, NCTA, IRAD and RWAs.
- PMO control account management - cost and schedule planning, analysis of variance, and return to green execution plans.
- Risk and Opportunity management and database maintenance including R&O identification, tracking, and mitigation planning of technical, cost, and schedule risks.
- Elevate emerging issues with data-driven insights and recommended actions
- Lead special projects to closure arising from emerging issues
- Conducting trade analysis
- Manage and maintain critical path analysis
- Corrective action planning and monitoring
- Support program milestone planning and execution (e.g., SRR, PDR, CDR, TRR, etc.)
- Lead proposal activity for new scope in support of emerging change requests
Business Operations scope will include but is not limited to:
- Facilitate/manage program rhythm (IPT meetings, risk reviews, schedule reviews, cost reviews, etc.)
- Manage program action tracker (management of new actions and creating path to closure on outstanding items).
- Reporting and Communication:
- Prepare executive-level program briefs for both internal and external reviews, dashboards, and customer-facing artifacts
- Use data to create and depict meaningful decision/messages
- Ensure accurate, timely, and consistent program reporting to internal leadership and external stakeholders
- Support audits, internal reviews, and compliance activities as required
- Lead program reporting, regular metrics collection, and analysis.
- Support with CDRL development

Required Qualifications
- Bachelor's degree in engineering, business, program management, or related field, AND a minimum of 8 years of project or program management experience supporting aerospace, defense, or other regulated engineering environments; OR Master's degree in related field and a minimum of 6 years of relevant experience. An additional 4 additional years of relevant experience may be considered in lieu of degree.
- Demonstrated experience leading project or program execution with accountability for cost, schedule and performance outcomes, demonstrated by delivery of program milestones within established deadlines.
- Demonstrated experience supporting development and/or Engineering and Manufacturing Development (EMD) phase programs, including participation in program lifecycle activities such as design, integration, test, or transition to production.
- Demonstrated experience serving as a Control Account Manager (CAM), Integrated Product Team (IPT) Lead, or equivalent role, with responsibility for managing scope, schedule, and budget.
- Demonstrated experience developing and managing Integrated Master Schedules (IMS), including creation and maintenance of schedule logic, tracking critical path, and supporting schedule updates and reporting.
- Demonstrated experience applying Risk & Opportunity management processes including identification and documentation of risks/opportunities, development of mitigation or realization plans, and tracking and reporting risk status through closure.
- Demonstrated experience managing cost and schedule performance including tracking actuals vs. plan, supporting Estimate at Completion (EAC) development, variance analysis and corrective action planning.
- Demonstrated working experience with Earned Value Management (EVM) principles, including support of CAM activities, control account management, or program performance reporting.
- Demonstrated experience with PMO control account management - cost and schedule planning, analysis of variance, and return to green execution plans.
- US Citizenship required
- Active DoD Secret clearance required to be considered and the ability to obtain and maintain a Special Access Program clearance.
Preferred Qualifications
- Master's degree in engineering, business or program management or related field.
- Demonstrated experience supporting hardware and/or software development lifecycles including participation in design, integration, test, or production phases.
- Demonstrated experience supporting customer reviews and formal audits, including preparation of program documentation, metrics, or compliance artifacts.
- Project Management Professional (PMP) certification or equivalent, or active progress toward certification.
