Duties
The United States Space Force (USSF) at Patrick SFB FL is searching for a Human Capital Program Administrator to support SYD 80 (NH-0343-03, GS-12/13 equivalent).
Description:
Bachelor's Degree preferred, experience at Wing/Base with civilian personnel experience especially with DCPDS is highly-desired. Knowledge of DAF A1/S1 personnel support programs is desired. Ability to distill large amounts of information into relevant strategic-level briefings to executive leaders. May be required to travel by military or commercial aircraft in the performance of TDYs. May be required to work overtime on an unscheduled basis. DAF or USSF HR experience, knowledge of MS Office and ability to produce executive quality deliverables. Knowledge of basic HR principles and practices. Excellent communicator (oral and written).
Ideal Candidate:
Serves as a manpower & personnel representative for Space Force Portfolio Acquisition Executive (SFPAE) for SFPAE Space Access (SFPAE/SA). This position plans, schedules, and carries out major projects concerning all human capital programs within SA and a Provisional SYD80. This position will provide comprehensive analysis to leadership regarding manpower, personnel, organization, and strengthening work processes to improve mission/efficiency. This position is the primary interface for S1 actions at Cape Canaveral SFS and will be a Pay Pool Administrator for the organization. Duties include but not limited to:
Administers organizational personnel programs including military manning, civilian position management actions, and customer support.
Prepares organizational manning reports, organizational charts, and processes mil/civ actions through respective personnel data systems. Retrieves data from multiple information sources to answer/advise in customer support, products, reports, and briefings.
Reviews requests for new PRDs; validates data contained in RPA actions; ability to analyze supporting documentation required for civilian personnel actions, resource utilization, position management, supervisory positions, and temp/overhires.
Understands organizational structure and functions to improve processes, maximize resources, and resolve requirements based issues. Receives/evaluates proposed Manpower Change Requests (MCRs).
Performs duties as an ATAAPS timekeeper for the Command Staff, alternate Drug Demand Reduction Trusted Agent, UNITE representative, and pay pool administrator. Assists/supports the Director & Deputy in strategic planning and identifying human capital requirements.
Key Skills and Abilities:
1. Ability to conduct comprehensive analyses of complex human capital programs and manpower requirements, and develop data-driven recommendations for senior leadership to enhance organizational efficiency and mission effectiveness.
2. Mastery of management and program analysis principles to interpret and apply complex policies, and to develop and implement new guidance and procedures for a diverse range of human capital functions.
3. Skill in oral communication to prepare and present briefings, negotiate solutions, and defend recommendations on complex or controversial issues to senior leaders, staff, and external stakeholders.
4. Skill in written communication to author a variety of high-level products, including formal reports, position papers, staff summary packages, and strategic communications.
5. Ability to independently plan, lead, and execute major, multi-faceted projects concerning human capital management, ensuring integration and coordination across multiple staff offices.
6. Advanced skill in using military and civilian personnel data systems (e.g., DCPDS) and administrative tools (e.g., ATAAPS) to manage personnel actions, generate reports, and support pay pool administration under the Acquisition Demonstration Project (AcqDemo).

- Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
