Job Description

Duties

- Independently performs a wide range of cargo processing duties; to include receiving, processing and multi-pallet build up/breakdown for onward movement. Receives/processes cargo by verifying movement documents against marking & labeling on each item offered for movement.

- Serves as a subject matter expert. Trains and guides four or more military journeyman and trainees in the performance of oversized/outsized cargo handling and processing for airlift or surface movement on military and commercial contracted aircraft/trucks.

- Operates overhead bridge cranes, various forklift trucks capable of lifting loads weighing up to 70K pounds higher than 168 inches, and motor vehicles with a gross weight of more than 32K pounds.

- Utilizes safety practices and procedures, complies with established safety rules and regulations, and maintains a safe, clean, and secure work environment. Operates tools, equipment and vehicles in accordance with safety regulations.

  • Must be able to obtain and maintain a Secret security clearance.
  • The duties of this position meets all requirements as a category 4 designation.
  • Position shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
  • AW DoDI 3020-42 this position has been locally, or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity.
  • Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
Qualifications

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-4600 WOOD WORK GROUP. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.

The screen out element for this position is the ability to do the work of a BLOCKER AND BRACER (CRANE/FORK LIFT/MOTOR VEHICLE OPERATOR) without more than normal supervision.

JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of accepted warehousing methods, procedures, and material handling techniques; sufficient to receive, store, issue, ship, pickup, deliver, preserve and account for general, oversized, or specialized bulk materials and equipment.
  • Knowledge of how a variety of different kinds, sizes, shapes, weights, etc. of cargo tend to move, shift or break loose during transport; knowledge of preferred arrangement of cargo and distribution of weight and skill in estimating the general weight and center of gravity of items to determine how and where to brace, place, separate, support, and secure cargo to prevent shifting and damage; sufficient to comply with aircraft and truck technical orders and/or loading manuals for military and military contracted commercial aircraft, trucks or vans.
  • Knowledge of a variety of blocking and bracing regulations issued by Department of Transportation, DoD Technical Orders and aircraft loading manuals.
  • Knowledge and skill in the use of overhead bridge cranes and forklift trucks exceeding 30K lbs capacity for maneuvering large and bulky items on/off of 463L multi-pallet trains and flatbed trucks in preparation for onward movement.
  • Skill in measuring areas to determine sizes of blocking and bracing materials band structures, using rulers, tapes, squares, etc. and apply skill in estimating sizes for similar items. Applied skill in cutting to proper size and angle, fitting, and securely installing blocks, wedges, and parts for wooden bracing structures using hand and portable power saws, pneumatic nailing guns, impact wrenches, jacks, hammers, and fastening devices such as spikes, nails and bolts.
  • Ability to safely operate one or more electric, gasoline, diesel, or LPG powered fork lift trucks with a capacity of up to 50,000 pounds; the ability to maneuver bulky material both inside and outside in rough or muddy terrain and in places where there is little room to stack or maneuver, and the ability to accurately gauge height, length, width, and weight of a load and determine proper warehousing/storage location.
  • PHYSICAL EFFORT: Works on hard surfaces and in work areas that require standing, bending, kneeling, climbing, and working in tiring and uncomfortable positions. Routine heavy lifting and carrying (45-79 pounds) when loading and off-loading cargo. Both hands are required. Work requires effort in reaching, bending, turning or moving hands, arms, feet and legs to operate vehicles and equipment. Hours of standing are more than 2 hours per day. Hours of kneeling are one to two hours per day. Hours of repeated bending are one to two hours per day. Routine climbing, use of legs and arms is required. Both legs required. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13 inches to 16 inches to Jaeger 1 to 4. Far vision correctable in one eye to 20/20 and 20/40 in the other. Both eyes required. Depth perception. Ability to distinguish basic colors. Hearing must meet Hl hearing profile in applicable regulations. Mental and emotional stability required. If it can be otherwise accommodated a specific physical condition or impairment will not automatically disqualify a candidate.

    WORKING CONDITIONS: Work is done inside and outside in areas that may be hot, damp, cold, drafty, or poorly lighted. Employee is regularly exposed to the possibility of cuts, scrapes, bruises, and broken bones may result from shifting loads, toppling stacks, forklift truck's overturning, falling objects, or accidents with other moving equipment. May be exposed to dust, dirt, grease, solvents, and high noise areas while working in a mechanized work area, or radiation, toxins, explosives hazards, or chemical fumes while working with hazardous materials. Intermittent excessive noise. Required to wear protective clothing such as steel toed safety shoes, ear plugs/headsets, helmets, and/or other protective equipment when in vicinity of aircraft with engines running. Works around moving objects or vehicles and works closely with others. Drives motor vehicles in all types of traffic and weather conditions on public roads and are exposed to the danger of serious accidents.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
