Job Description

Duties

  • Processes requests for Personnel Security Investigations (PSIs) and performs substantive reviews of clearance applications.
  • Initiates and processes subsequent requests for security investigations when verification of initial investigations cannot be made.
  • Performs fingerprinting for new and updated security clearances and other clerical tasks.
  • Schedules trainees for Sensitive Skills interviews.

    • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

    • The employee is required to obtain and maintain a Secret security clearance.
    • The employee may be required to work other than normal duty hours, which may include evenings, weekends and/or holidays.
    • Typing and computer operation are performed, however, a qualified typist is not required.
    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Group Coverage Qualification Standard for Clerical and Administrative Support Positions for the GS Security Clerical and Assistance Series 0086.

    SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-04 grade level in the Federal service which includes knowledge of a body of standardized security rules, regulations, and directives to perform a full range of standard personnel security assignments; and knowledge of security forms, procedures, and requirements related to personnel security sufficient to screen investigation requests and determine which need to be referred to a specialist; extract information from reports; and provide basic information about personnel security programs.

    EDUCATION: Applicants must have successfully completed four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university. NOTE: You must submit a copy of transcripts.

    COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100 percent to qualify) Note: You must attach a copy of your transcripts.

    KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of security processes and procedures and general clerical office functions.
  • Knowledge of personnel security clearances and investigation processes.
  • Knowledge of one or more automated databases associated with a specific security function to support office and security operations and produce a variety of documents and reports.
  • Skill and ability to locate, assemble and compose information for personnel security reports, inquiries and limited technical correspondence.
  • Ability to plan and organize work, follow instructions and accomplish multiple ongoing projects.
  • Ability to communicate effectively (orally and in writing) with a diverse group of individuals, using a high degree of tact and diplomacy through clear, concise and accurate written materials.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.     ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty . Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
    • Name/Rank/Grade of Service Member
    • Branch of Armed Forces
    • Dates of Active Service (Start and End Date(s)
    • Expected Date of Discharge/Release from Active Duty
    • Terminal leave start date (if applicable)
    • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
    • Must be certified within 120 days of anticipated discharge
    • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
