Overview
The Virginia Department of Health (VDH) is seeking an experienced Oracle OCI Cloud Engineer to support mission-critical database and cloud infrastructure initiatives. This role focuses on designing, managing, and optimizing Oracle Cloud Infrastructure (OCI) environments while ensuring high availability, performance, and security. The ideal candidate brings deep technical expertise and the ability to support complex enterprise systems in a dynamic, high-demand environment.

Job Description
This role is responsible for the administration, optimization, and continuous improvement of Oracle-based cloud and database environments within OCI. The engineer will work closely with infrastructure, development, and DevOps teams to ensure seamless deployment, high availability, and system reliability. The position requires hands-on expertise in Oracle technologies, cloud architecture, and database lifecycle management, as well as the ability to support critical systems with after-hours and on-call responsibilities.
Responsibilities
Technical Duties
Design, implement, and manage Oracle OCI environments, including database and middleware components
Administer Oracle Database (19c and 26ai), including Container and Pluggable Databases (CDB/PDB)
Perform database upgrades, migrations, and conversions, including 19c to 26ai transitions
Develop and maintain Oracle APEX applications and ORDS services
Configure and manage Oracle WebLogic Server environments (Fusion Middleware and WebLogic Suite)
Implement backup, recovery, and replication strategies using RMAN and Data Guard
Perform database performance tuning, monitoring, and optimization
Administrative Duties
Execute PSU patching using Fleet Management tools
Manage Oracle Enterprise Manager (OEM) Cloud Control for monitoring and administration
Perform PDB cloning and database lifecycle management
Maintain system documentation and operational procedures
Automation & DevOps
Automate routine tasks using shell scripting, Ansible, and GitLab
Support CI/CD processes and integration with deployment pipelines
Utilize scripting languages such as Python and JavaScript for automation
Collaboration & Support
Collaborate with development and DevOps teams to support application deployment
Provide 24/7 production support, including participation in on-call rotation
Troubleshoot and resolve critical issues in a timely manner
Support high availability and disaster recovery planning and execution
Requirements
Minimum Qualifications
10+ years of experience with Oracle Database (11g)
6+ years of experience with Oracle Database (12c)
10+ years of experience in database backup, recovery, RMAN, and Data Guard
10+ years of experience in Oracle performance tuning, maintenance, and management
10+ years of experience providing on-call production support
10+ years of experience with Oracle database migration (Solaris to Linux, 11g/12c)
7+ years of experience with Oracle Grid Control (including version 13c)
6+ years of experience with Oracle Database 12c
5+ years of experience with Oracle APEX administration and support
10+ years of hands-on experience with Oracle Cloud Infrastructure (OCI) and related technologies
Strong proficiency in Linux/Unix and shell scripting
Experience with WebLogic administration (patching and maintenance)
Expertise in database security, performance tuning, and optimization
Ability to design high-availability and disaster recovery solutions
Strong analytical, problem-solving, and communication skills
Ability to provide 24/7 support, including on-call rotation
Willingness to work after-hours and weekends based on workload
Must be willing and able to work onsite in Richmond, VA as required
Preferred Qualifications
7+ years of experience with Oracle WebLogic 12c / Fusion Middleware
5+ years of experience with Windows, SQL Server, and IIS administration
3+ years of experience with cloud platforms (OCI, AWS, or Azure)
Oracle certifications (OCIP, OCP, OCE)
Experience with CI/CD tools such as Jenkins or GitLab CI
Familiarity with microservices architecture and API integration
Experience with Docker and Kubernetes
