Duties

As a FINANCIAL MANAGEMENT ANALYST, GS-0501-7/9, you will plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs. Work to perform, supervise, and/or manage administrative fiscal, financial management, accounting or budgetary nature. Provides analytical reasoning in the identification, analysis, and evaluation of financial issues and developing alternative solutions. Involves competencies in analysis, research, writing, and judgment typically gained through academic education or progressively responsible experiences. Requires knowledge and skill in the application of related laws, regulations, precedents, methods and techniques of budgeting. Competencies in self-management, resilience, teamwork, attention to details, creative thinking, integrity, honesty, and positive customer service skills. Work follows established methods and procedures; uses practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment; and typically learns to do the work through specialized experiences.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a two year trial period.
  • Participation in direct deposit is mandatory.
  • For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required.
  • Must be able to obtain and maintain the required security clearance within one year of appointment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • This is a National Guard dual status technician position which requires military membership.
Qualifications

Military Grades: Enlisted

GENERAL EXPERIENCE : Skill in collecting and analyzing data effectively, efficiently, and accurately. Skill in applying procedures and directives by reading and interpreting program material. Skill in presenting formal training presentations and briefings. Ability to prepare reports and presentation formats.

GS-7 SPECIALIZED EXPERIENCE : Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade.

Must have one year specialized experience equivalent to at least the next lower grade level. Basic knowledge of program analysis and practices, policies, functions, accounting, budgeting and resource management practices, methods and procedures. Basic knowledge of budget and accounting regulations, laws, directives, ledgers, and journals. Knowledge of business, financial and management principles and practices sufficient to assist in the administration of stakeholder organizations, budget and accounting methods and controls.

GS-9 SPECIALIZED EXPERIENCE : Experiences gained through military technical training schools are included in the one-year on-the-job experience. Must have fundamental working experiences with a validated understanding of the basic principles and concepts of the occupational series and grade.

Must have one year specialized experience equivalent to at least the next lower grade level. Experience processing data and performs broad-in-depth financial analysis of interrelated accounting, military and civilian pay, accounts payable and receivable, and various travel entitlements to resolve especially difficult and sensitive, out-of-balance conditions associated with processing actions within Financial Management systems. Experience analyzing and evaluating data to conduct a variety of fiscal reconciliations, reviews, and account adjustments. Experience coordinating with the Defense Finance and Accounting Service (DFAS) and posts validated accounts to the General Ledger.

Education

Completed undergraduate or graduate education, the awarded college degree should be in one of, or a combination of the following disciplines: accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management.

OR

If you are using Education to qualify for this position:

GS-7:1 full year of graduate level education

or

superior academic achievement

GS-9: Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

You must provide Official Transcripts as documentation to support your educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

Additional information

Superior Qualifications and Special Needs Pay-setting Authority may be considered for this position. TAG is final approval authority for incentive programs (applicable to newly appointed federal employees or those with a 90 day break in service).

Additional Conditions of Employment:
This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.

Financial Management Certification Requirements:
The certification will not be used as a mandatory requirement in DoD hiring systems. A member who is not certified may still qualify for a position that requires DoD financial management certification as a condition of employment. The most qualified individual will be selected for a position.

Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment. Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

The financial management certification program supports the professional development of the financial management workforce and provides a framework for a standard body of knowledge across all DoD financial business programs.

The financial management certification requirements will vary for positions dependent on the complexity and responsibility of the positions' financial management supervisory and non-supervisory business programs.

Supervisors of financial management coded positions coordinate with the component administrator and component certification authority to determine financial management certification requirements of employees occupying financial management coded positions.

Military positions with financial management occupational specialties require financial management certification within 2 years of notification of applicable certification requirements or the period of any extension.
