Job Summary:
The Contracts Manager is responsible for leading and managing the full contract lifecycle across federal and state government agreements. The Contracts Manager will ensure compliance with applicable laws and regulations, mitigate contractual risks, and support key business objectives.
The Contracts Manager will be overseeing complex negotiations, contract administration, and compliance activities while working closely with internal and external stakeholders. The ideal candidate will provide strategic direction, support proposal development teams, and drive best practices in contract management. The Contracts Manager reports to the Senior Director of Contracts, Subcontracts, and Procurement and will manage a portfolio of contracts while contributing to broader departmental operations.

This position is offering a salary range of $120,000 - $145,000 Belcan considers several factors when extending an offer, including but not limited to education, experience, geographic location, and discipline. Job Duties:
Key Responsibilities
- Manage, negotiate, and administer complex contracts and subcontracts in accordance with company policies, State procurement rules, FAR/DFARS, and customer requirements.
- Serve as the primary point of contact for customers on all contract-related matters.
- Ensure contract compliance, including scope changes, funding actions, modifications, delivery schedules, and closeout activities.
- Interpret and communicate contract requirements, commitments, and options to program teams and management.
- Provide contractual guidance and risk mitigation strategies throughout proposal development, negotiations, and contract performance.
- Support proposal teams through solicitation analysis, strategy input, and document preparation.
- Coordinate internal reviews, approvals, and signature processes for proposals and contract actions.
- Prepare and submit required small business subcontracting and participation reports.
- Maintain accurate documentation and contract records in compliance with legal and contractual requirements.
- Collaborate with subcontracts, procurement, finance, and program teams to ensure contract alignment and execution.
- Conduct risk assessments and recommend mitigation strategies.
- Participate in internal proposal reviews (e.g., Red Team, Phase Reviews) and serve as an assessor when needed.
Required Qualifications:
- Bachelor's degree.
- Minimum of 10 years of progressive experience in federal and/or state contract and subcontract management.
- Strong understanding of FAR, DFARS, agency supplements, state procurement regulations, and U.S. contract law.
- Experience with a range of contract types and vehicles, including GSA schedules, IDIQs, and fixed-price and cost‑reimbursement contracts.
- Proven ability to manage multiple contracts, proposals, and competing priorities in a fast-paced environment.
- Strong negotiation, communication, analytical, and problem-solving skills.
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook).
- Strong organizational skills with attention to detail and accuracy.
Preferred Qualifications & Skills:
- FAC-C, NCMA certification, or similar contracting credential.
- Advanced proficiency in MS Word and Excel.
- Experience supporting Red Team or Phase Review processes.
- Strong interpersonal skills with the ability to collaborate effectively across functional teams.
