The Work

The Technical Architect is responsible for the design, development, and oversight of enterprise-level technology solutions that align with customer requirements and organizational objectives. This role provides strategic technical leadership, ensures best practices in architecture, and facilitates the successful delivery of complex IT projects within the stipulated timelines and budgetary constraints.

Responsibilities

  • Design and document robust, scalable, and secure enterprise technology architectures in alignment with project requirements and organizational standards.
  • Analyze business and technical requirements to develop comprehensive technical specifications and solution blueprints.
  • Provide technical leadership, guidance, and oversight to project teams throughout the system development lifecycle.
  • Collaborate with stakeholders, including business analysts, engineers, and project managers, to ensure solutions meet client objectives.
  • Evaluate and recommend technologies, tools, and frameworks that optimize performance, security, and maintainability of IT solutions.
  • Lead the creation and maintenance of detailed architectural diagrams, interface designs, and documentation.
  • Ensure compliance with applicable federal regulations, information security policies, and data privacy standards (e.g., FISMA, NIST, FedRAMP).
  • Identify and assess technical risks, proposing mitigation strategies to ensure smooth implementation of solutions.
  • Support continuous improvement initiatives by integrating emerging technologies, process enhancements, and industry best practices into projects.
  • Participate in technical reviews, audits, and governance activities to ensure architectural consistency and alignment with enterprise standards.

Qualifications

  • Bachelor's-level degree from a recognized college or university. A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing. Alternatively, qualifying experience may be substituted for the required education on a year-for-year basis.
    • NOTE: If no degree, Resource would need to demonstrate a total of twelve (12) years of experience to meet MQ #2 below (i.e., minimum eight (8) years + four (4) additional qualifying years). A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing.
  • Eight (8) years of experience in systems development, analysis, programming, or testing.
  • Seven (7) years of experience in requirements development and analysis, including elicitation techniques, use case development, and user story mapping. Proficiency in writing clear, concise, and testable requirements documents and specifications.
  • Seven (7) years of experience in documenting complex software systems, including creating sequence diagrams, activity diagrams, process flows, and other architectural artifacts.
  • Experience with Technology (CDT) Project Approval Lifecycle (PAL) process, specifically Stages 3 and 4. Experience must include the preparation of documentation and/or artifacts required for PAL approvals.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Desired Qualifications:
  • Master's degree or doctorate from a recognized college or university. A recognized college or university is defined as an institution of higher learning approved by the Office of Higher Education of any given state or a foreign college or university of comparable standing. Alternatively, additional qualifying experience may be substituted for the required education on a year-for-year basis.
    • NOTE: If no Master's degree, Resource would need to demonstrate an additional two (2) years of experience in addition to the experience used to meet MQ 1.
  • Nine (9) or more years of experience in systems development, analysis, programming, or testing.
  • Eight (8) or more years of experience in requirements development and analysis, including elicitation techniques, use case development, and user story mapping. Proficiency in writing clear, concise, and testable requirements documents and specifications.
  • Eight (8) or more years of experience in documenting complex software systems, including creating sequence diagrams, activity diagrams, process flows, and other architectural artifacts.
  • Three (3) or more years of experience in working with the California Department of Technology (CDT) Project Approval Lifecycle (PAL) process, specifically Stages 3 and 4. Experience must include the preparation of documentation and/or artifacts required for PAL approvals.

Working Conditions
