Job Description
Kearney and Company is seeking an DoW ICAM Deployment Lead to join our growing team! The ICAM Deployment Lead will serve as a senior technical and programmatic leader responsible for planning, executing, and overseeing all Identity, Credential, and Access Management (ICAM) onboarding, integration, operations, and audit/compliance support activities for DoW Financial systems. This leader will ensure successful integration with enterprise ICAM capabilities-Identity Provider (IdP), Identity Governance and Administration (IGA), and Privileged Access Management (PAM)-in support of audit readiness (FIAR), cybersecurity, and Zero Trust compliance. The role requires coordinating with multiple Government Program Offices, service providers, and system owners to implement standardized identity lifecycle processes, enforce Segregation of Duties (SOD), and sustain ongoing ICAM operations to improve cybersecurity posture and remediate audit weaknesses. The expected salary range for this position is between $103,000 and $180,000. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).

- Oversee ICAM onboarding, integration, and operational support for DoW Financial Systems
- Manage integration with enterprise ICAM services such as Okta, SailPoint, and CyberArk.
- Ensure compliance with Federal Information Security Modernization Act (FISMA), NIST standards, and DoW cybersecurity policies.
- Develop and maintain workflows for user access lifecycle management, including provisioning, de-provisioning, and access reviews.
- Coordinate with government stakeholders and technical service providers to ensure seamless ICAM implementation.
Qualifications
- Bachelor's degree in Information Technology, Cybersecurity, Computer Science, Engineering, or related field.
- Minimum 8 years of experience in IAM/ICAM, cybersecurity, or enterprise identity governance.
- At least 2 years of federal or DoW experience
- ICAM relevant certification (e.g., Sailpoint Certified, Okta Certified, Microsoft Certified: Identity and Access Administrator Associate , CIAM, CISSP, CISA, CISM , Security+ ).
- Demonstrated experience leading enterprise-scale IAM programs integrating IdP, IGA, and PAM solutions (e.g., Okta, SailPoint, CyberArk).
- Strong expertise in NIST, FISMA, federal cybersecurity policies, and RMF processes.
- Excellent communication, stakeholder management, and project management skills.
- Proven ability to lead cross-functional technical teams and coordinate with government stakeholders, service providers, and system owners.
- Experience supporting audit readiness, FIAR, or similar financial IT audit programs.
- Ability to work effectively under pressure and manage multiple priorities.
- Active Secret clearance (minimum), with ability to obtain TS/SCI if required.
- Ability to travel up to 25%
Preferred Qualifications
- Experience with DoW ICAM architecture, Cloud One, and DISA services
- Prior involvement in financial system audits, NFR remediation, or FISCAM-related identity controls.
- Expertise developing SOD policies and roles for ERP and financial applications.
- Deep background with SailPoint IdentityIQ customization, connectors, workflows, and aggregation.
- Strong understanding of Zero Trust pillars and identity convergence strategies.
- Prior leadership roles within DoW, federal consulting, or large-scale modernization initiatives.
