Job Description:

The Specialist, Subcontracts professional is responsible for the procurement of subcontracts including the management of cost, schedule and performance parameters.

Essential Functions:

• Implement sourcing strategies, assess supplier risk (including financial) and develop mitigation plans.
• Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
• Prepares bid packages, conducts bidders' conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
• Negotiates and coordinates additions, deletions, or modifications to subcontracts.
• FAR and DFAR's understanding.
• Preparing, reviewing, managing and negotiating supplier statements of work.
• Tailors, and negotiate terms and conditions for the procurement of specialized materials, equipment, and services
• Participates with contracts administration and purchasing to develop subcontract policies and procedures.
• Select methods, techniques and evaluation criteria for achieving goals and objectives.
• May sign supplier agreements and purchase orders within established authority.
• Troubleshooting, problem solving, and innovation are complex and may require comprehensive information gathering, analysis and investigation to understand the problem.
• Manages complex projects or processes with general oversight.
• Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures.
• Make moderate to substantial improvements to systems and processes.
• Contributes to achievement of departmental goals and operating plans with direct impact on the departmental results.
• Willing and able to travel up to 25%.
• Must be able to obtain and maintain a DoD security clearance.
• Extensive SAP experience is required.
• Other duties as assigned by Supervisor.

Qualifications:

• Bachelor's Degree with four (4) years of Procurement/Subcontracts experience with highly complex multi-year high dollar subcontracts.
• Graduate Degree with two (2) years of Procurement/Subcontracts experience with highly complex multi-year high dollar subcontracts.
• In lieu of a degree, minimum ten (10) years of Procurement/Subcontracts experience with highly complex multi-year high dollar subcontracts.
• Must be a U.S. Citizen.

Preferred Additional Skills:

• Active Secret Clearance.
• Defense Subcontracts experience.
