Northrop Grumman Aeronautics Systems (NGAS) is seeking a Program Manager 2 to lead existing and future B-2 modification/upgrade efforts for the B-2 and Air Combat Systems portfolio. The selected individual will be onsite at our Whiteman Air Force Base, MO location.

What you'll get to do:

Lead Proposals
  • Support the senior program manager in pre-proposal planning, including RFP shaping, response strategy, and development of capture-related products.
  • Support proposal execution approach, team roles and responsibilities, schedule, and staffing requirements.
  • Lead and manage proposals in response to RFIs and RFPs from our prime contractors including kickoff and recurring stand-up meetings.
  • Define required proposal deliverables and ensure proposal compliance.


Manage Programs
  • Direct all program phases from inception through completion. Manage cost, schedule, and technical performance. Participate in negotiation of contract and contract changes.
  • Interface with customer for program activities. Cultivate customer relationship and intimacy to refine and shape future opportunities.
  • Support program reviews with internal and external customers.
  • Develop and deliver presentations to customers, executive management, and other program stakeholders.
  • Identify, allocate and manage program resources, including staff, NCTA capital, and facilities.
  • Identify, mitigate, and capture risk and opportunity.

Basic Qualifications:
  • Bachelor's degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master's degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below:
  • Related experience includes professional and/or military experience to include a background in: project management, program management, engineering, capture efforts, and/or business management related.
  • Demonstrated experience leading diverse teams with varied scope of work and experience managing multiple ongoing modification efforts in a maintenance, repair, and overhaul operations environment.
  • Demonstrated experience training, leading and directing activities of team members through execution of a formal process.
  • Must have an active DoD Secret clearance or higher (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation).
  • Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable amount of time as determined by the company.


Preferred Qualifications:
  • Demonstrated experience with organizational and leadership skills in creating successful proposals targeted to U.S. Air Force customers.
  • Demonstrated experience with B-2 modification portfolio, products, and customers.
  • Active Special Access Program clearance.


Primary Level Salary Range: $131,800.00 - $197,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
