Northrop Grumman's Space Sector is seeking a Manager Systems Engineering Manager Level 3 to join our team in Dulles, VA.

This position is for a Senior Manager of Systems Engineering within the Systems Engineering (SE) East Directorate. This manager will oversee a SE department of ~80 SEs including front line managers.

The selected candidate will be based in Dulles, VA with occasional travel to McLean, VA. The Senior Manager receives general strategic, business, and administrative direction from the Director of Systems Engineering and has authority to make engineering decisions and recommendations that have an impact on new business, program performance, design, development, and mission operations.

In addition to performing Functional Manager duties, the selected candidate is expected to be mostly self-directed and leverage previous experience to lead Spacecraft and/or Mission design, trades, analysis, requirements and verification activities consistent with customer needs. The position includes both functional/personnel leadership duties and direct work in support of programs with 50% time allocated to functional leadership and 50% to direct program efforts.

This position will work a 9/80 schedule, with every other Friday off.

Your Role and Impact:
  • Lead the technical-staff planning, assignments, career development, compensation planning and performance management for the assigned Systems Engineering department
  • Identify SE skills & experience needed for program execution and participate in the recruiting, hiring and training of new SE staff
  • Participate in developing solutions to complex analytical, design and test problems that meet program needs
  • Support new business development, including review of technical and cost volumes, detailed BOEs
  • Lead SE peer reviews for System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDRs), and Flight Readiness review
  • Direct and coordinate the development of system requirements and specifications for various systems through multiple program phases.
  • Prepare weekly status reports and periodic technical reports for senior management to document individual and collective programs and BD status.
  • Partner with production and I&T to determine the engineering feasibility and cost effectiveness of both new and existing products.
  • Direct and review the work of SE staff, ensuring its completeness, accuracy and adherence to sound technical procedures.
  • Support Earned Value baseline generation, tracking/maintenance and variance analysis for programs within the business unit
  • Functional personnel management of a SE Department and front line SE managers

This position is contingent upon the candidate obtaining final clearances and program access(es) within a reasonable period of time as determined by the company.

Basic Qualifications:
  • Requires an active U.S. Government DoD Top-Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain SCI approval/access
  • Bachelors Degree in a STEM discipline and 12 years of applicable experience, or a Masters Degree plus 10 years of applicable experience
  • Extensive technical leadership experience in systems engineering and integration
  • Minimum of two years of leadership or management experience of people
  • Excellent communication skills, presentation experience and the ability to work seamlessly with a diverse community of engineers and managers to achieve the goals of the systems team.

  • Active SCI clearance

  • Requirements development and management processes
  • Development and maintenance of interface control documents and related processes
  • Space system/mission analysis and design

  • Personnel development, performance assessments, mentoring and conflict resolution
  • Spacecraft Mission Operations
  • Earned Value Management System (EVMS) Certification

Primary Level Salary Range: $193,000.00 - $289,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
