Position Description

Position Overview
The Operations Lead provides senior-level operational and strategic support to leadership within Headquarters United States Air Force A2OI by serving as the central integrator of priorities, tasking, reporting, and execution activities across the organization.
This role translates senior leadership intent into executable actions, synchronizes civilian and military staff efforts, and ensures organizational workflows remain aligned to mission priorities and higher headquarters requirements. The position serves as a key advisor and coordination point for leadership by maintaining visibility over ongoing efforts, anticipating requirements, and driving timely follow-through across multiple teams and stakeholders.
The Operations Lead is responsible for maintaining the organizational battle rhythm, overseeing tasking accountability through ETMS2/TMT processes, coordinating high-level leadership engagements, directing recurring reporting processes, and identifying opportunities to improve organizational effectiveness. The role requires strong operational judgment, executive-level communication skills, high-tempo responsiveness, and the ability to influence execution across the organization without formal supervisory authority.
The Operations Lead works closely with leadership, front office personnel, civilian and military staff, action officers, partner organizations, and higher headquarters stakeholders to ensure priorities are synchronized, actions are progressing as intended, and leadership remains informed, prepared, and positioned to make timely decisions.

III. Key Responsibilities
Executive-Level Operations Integration
• Translate senior leadership guidance, priorities, and decisions into executable actions across the organization.
• Provide day-to-day operational integration support to civilian and military personnel to ensure alignment with mission priorities and leadership intent.
• Anticipate leadership requirements and initiate necessary actions proactively without waiting for formal tasking.
• Maintain awareness of ongoing organizational activities to ensure leadership priorities are synchronized with execution.
• Help leadership manage competing demands by organizing actions, dependencies, and follow-through across the staff.
• Workcenter TMT Support: Support the Operations Lead in the successful execution of HAF A2OI TMT/ETMS2 tasks by providing direct assistance to Action Officers (AOs) and Subject Matter Experts (SMEs).
• Workflow Processing: Ensure proper TMT workflow processing for both inbound and outbound taskings, maintaining visibility on technical progression through the system.
• Quality Control & Formatting: Review tasking responses and packages for correct formatting and administrative completeness to ensure they meet senior leadership standards before submission to the Operations Lead.

Battle Rhythm Management
• Design, maintain, and continuously refine the organizational battle rhythm to align meetings, deliverables, decision points, and leadership engagements.
• Ensure recurring and ad hoc activities are sequenced and synchronized in a way that supports effective leadership decision-making and organizational execution.
• Prepare leadership for scheduled engagements by ensuring timing, sequencing, and dependencies are understood and managed in advance.
• Deconflict competing events, deadlines, and leadership demands to optimize time, focus, and decision space.
• Adjust battle rhythm structures and supporting processes as priorities evolve.

Task Management and Accountability
• Oversee organizational task management processes, including ETMS2/TMT or successor systems, to ensure tasks are received, assigned, tracked, and completed on time.
• Maintain visibility into task status, suspense dates, ownership, and execution risk across the organization.
• Enforce accountability for task completion at all levels through consistent follow-up, escalation, and status review.
• Provide leadership with timely updates on task progress, emerging issues, and mitigation options.
• Improve task management processes to increase transparency, responsiveness, and execution discipline.

Leadership Support and Front Office Coordination
• Coordinate and prepare leadership for engagements with senior Air Force front office stakeholders and other high-level participants.
• Ensure leadership actions, materials, and follow-up efforts remain aligned with higher headquarters priorities and emerging requirements.
• Serve as a liaison between internal teams and external stakeholders to support clear communication, timely responsiveness, and coordinated execution.
• Support leadership in managing front office interactions, expectations, and action flow associated with high-visibility engagements.
• Help ensure organizational priorities are represented clearly and consistently during executive interactions.

Reporting and Communication Oversight
• Direct the development, coordination, and submission of recurring organizational reporting, including the Weekly Activity Report.
• Ensure reporting products are accurate, timely, decision-relevant, and aligned with leadership messaging and priorities.
• Standardize reporting practices, formats, and workflows to improve clarity, consistency, and efficiency.
• Maintain quality control over reporting inputs from across the organization.
• Help leadership communicate priorities, status, and issues through more disciplined and structured reporting methods.

Organizational Effectiveness and Problem Solving
• Identify operational gaps, friction points, inefficiencies, and emerging organizational issues that affect mission execution.
• Develop and implement practical solutions to improve workflows, coordination, communication, and organizational responsiveness.
• Assess how current processes are functioning and recommend changes that improve execution and reduce avoidable disruption.
• Support leadership in addressing issues before they grow into larger execution or coordination problems.
• Promote a culture of disciplined execution, process clarity, and continuous improvement across the organization.

Cross-Functional Coordination
• Integrate efforts across multiple teams, staff elements, and mission partners to strengthen unity of effort in support of mission objectives.
• Facilitate communication and coordination between internal organizations and external stakeholders to ensure shared understanding and follow-through.
• Serve as a central synchronization point for ongoing initiatives, emerging priorities, and organizational actions.
• Help align tasking, reporting, battle rhythm, and stakeholder engagement activities into a coherent operating model.
• Support leadership in maintaining enterprise awareness across multiple lines of effort without duplicating functional team responsibilities.

IV. Minimum Qualifications
Education
Bachelor’s degree in Business Administration, Public Administration, Management, Organizational Leadership, Communications, Political Science, International Affairs, Government, or a STEM related field, or equivalent combination of education and professional experience.

Experience
• 10+ years of experience in chief of staff support, executive operations, organizational integration, headquarters support, program management, operations management, or similar leadership support functions.
• Experience supporting senior leaders in government, defense, intelligence, or other high-visibility mission environments.
• Experience managing battle rhythms, executive-level tasking, reporting processes, and cross-functional coordination.
• Experience working with task management systems such as ETMS2/TMT or comparable action-tracking platforms.
• Experience translating leadership priorities into operationally executable actions across multiple teams.
• Experience operating effectively in fast-paced environments with competing priorities and compressed timelines.
• Experience assisting AOs and technical teams with the administrative requirements and technical workflows of ETMS2/TMT or comparable tasking platforms.

• Experience supporting Headquarters Air Force, Air Force A2, DoD, or Intelligence Community front office or headquarters operations
• Experience serving in a chief of staff, strategic integrator, executive officer, action officer, or comparable headquarters support role
• Experience using ETMS2/TMT within Air Force or DoD staff environments
• Experience managing Weekly Activity Reports, executive updates, or similar recurring senior leader reporting
• Experience coordinating with senior military leaders, SES personnel, and higher headquarters staff
• Experience improving organizational workflows, reporting structures, or battle rhythm processes in mission-driven environments
