In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) Mastery in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems (2) Comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs (3) Knowledge of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments (4)Knowledge of military command structure, missions, programs, and organizational relationships plus a thorough knowledge of quantitative and qualitative methods and techniques to develop staffing standards covering complex program functions or missions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1.Knowledge of administrative laws, policies, regulations, and precedents applicable to the administration of agency program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.
2.Knowledge of safety and security regulations, practices, and procedures.
3.Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring option for complex, diverse operations and to measure and improve program effectiveness and/or organizational productivity.
4.Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors and non supervisory members.
5.Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources and ability to communicate both orally and in writing up/down and laterally within and outside of the organization with tact to build coalitions and relationships in order to shore up a foundation for wing plans and transformation.
6.Ability to calmly and professionally advise personnel and support leadership during a crisis and ability to retain knowledge of documents and plans to inform execution of duties in crisis and promote utilization with subordinate wing units.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Plans, organizes, and directs the activities of the Wing Plans and Programs, ensuring the plans and programs office complies with legal and regulatory requirements and meets customer needs.
- Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.
- Directs Mission Assurance and Interagency Coordination. Directs and manages the 42d Air Base Wing's Mission Assurance (MA) Program, ensuring the installation can execute all mission-essential functions across the full spectrum of threats and hazards. Serves as the wing's senior expert on MA, advising leadership and ensuring compliance with DoW and Air Force directives.
- Provides strategic advisory and analysis. Serves as the principal advisor to the Wing Commander and senior leadership on all matters related to strategic planning, mission sustainment, and operational readiness.
