Job Description

The CROCS OT Workforce Development Strategy Consultant supports the Cyber Resiliency Office for Control Systems (CROCS) under the Client by designing, developing, and delivering OT cybersecurity workforce development programs for Client personnel and monitoring best practices in cyber workforce development. The role spans workforce strategy, curriculum design across multiple delivery modalities, training facilitation, vendor training development and implementation oversight, and stakeholder coordination. The consultant aligns work to the Client DCI Cyber Transformation Roadmap, NDAA Section 1650, and additional guidance from US CYBERCOM and the Client. The position requires strong instructional design skills, OT/CS cybersecurity knowledge, and the ability to operate effectively, with executive presence, in a high-visibility Customer-based program environment with Technical Director/SES-level client(s).

A minimum of two days onsite is mandatory.

Responsibilities
  • Design, develop, and implement OT cybersecurity workforce development curricula and training programs aligned to Client/DoW policy and CROCS WS3 objectives. (30%)
  • Facilitate training workshops, tabletop exercises, and CRRE program activities for Client personnel at the Pentagon and CONUS installations. (25%)
  • Lead workforce strategy and planning including needs assessments, skills gap analysis, and workforce development planning aligned to the Client DCI Cyber Transformation Roadmap. (20%)
  • Produce and maintain workforce development program artifacts including work plans, status reports, meeting minutes, and Executive Steering Committee (ESC) briefing materials. (15%)
  • Support cross-workstream stakeholder engagement and coordination with CROCS leadership, USCYBERCOM, and interagency OT workforce partners. (10%)
Requirements
  • US Citizenship and fully adjudicated Secret Clearance
  • OT/CS cybersecurity knowledge (NIST SP 800-82, IEC 62443, NERC CIP) - 3+ years
  • Training program management for federal or DoD audiences - 4+ years
  • Strong written and oral communication for executive and technical audiences - 4+ years
  • Workforce needs assessment and skills gap analysis - 3+ years
  • Stakeholder engagement across cross-functional federal teams - 3+ years
  • Technical training delivery (ILT, vILT, tabletop exercises, scenario-based training) - 3+ years
  • Program documentation and deliverable management in a federal program environment - 3+ years
Desired Skills
  • Familiarity with DAF or DoW OT/Control systems cybersecurity programs or initiatives - preferred
  • Exposure to federal cybersecurity workforce frameworks of DoD/DAF workforce development policy - preferred
  • Active or in-progress cybersecurity certification - preferred
  • Experience developing briefings or training materials for federal government or DAF audiences- 2+ years
  • Participation in DoD or government cybersecurity forums, working groups, and/or conferences - 2+ years
