Qualifications
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate
GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.
Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Specialized experience may demonstrate some of the following: 1) Developing and interpreting policies, procedures, and strategies governing the planning and delivery of services; 2) Providing technical advice and recommendations on critical IT issues; 3) Establishing tools and procedures to monitor, track, and report progress toward IT modernization; and 4)Performing analysis, planning, designing, and implementation of the enterprise structural framework to align IT strategy, plans, and systems across the Navy's Information Warfare domain.

- You will serve as the Navy's Lead Action Officer (AO) for adoption of policies and strategies for implementation of Enterprise Networks, and the Requirements Officer for the Naval Enterprise Network (NEN).
- You will provide a full range of budget and program management related services across all networks.
- You will develop strategy, policy, direction, and guidance for adoption of Enterprise IT Services, and network design requirements.
- You will ensure the established tools and procedures are place to monitor, track, and report Navy Network spending and capabilities.
- You will develop and implement metrics for communication.
