Job Description

Play a vital role in advancing NOAA's research-to-operations mission by supporting the coordination, documentation, and communication of R&D transition strategy activities across the Office of Oceanic and Atmospheric Research (OAR). We are seeking an organized, detail-oriented Transition Coordinator to provide comprehensive programmatic, administrative, and content support to OAR's Office of Research and Technology Applications (ORTA) and the Test Bed Proving Ground Coordination Committee (TBPGCC). Working closely with OAR leadership, you will manage stakeholder communications, develop strategic and educational materials, maintain web-based platforms, and support the logistics of national and regional meetings that advance NOAA's R&D transition goals. This position requires strong writing and analytical skills, experience with web content management, and the ability to synthesize complex policy and technical information into clear, actionable products for diverse audiences.

Work Schedule and Location:

Remote: This full-time remote position will work Monday through Friday, 8:00 AM to 5:00 PM, 100% remote with travel as needed

Responsibilities

  • Coordinate email inquiries, draft initial responses to ad-hoc stakeholder requests for information and analysis, and develop internal and external web content, strategic plan documentation, and schedules / timelines for drafting and finalizing strategic plan documentation.
  • Draft Portfolio specific briefing materials and educational materials for internal and external use.
  • Provide input to ad-hoc stakeholder requests for information and analysis regarding policy development, strategy, status, and assessment related to NOAA R&D and related transition strategy activities.
  • Design, implement, and manage mechanisms for collecting, tracking, and assessing information about a broad range of developments, activities, statements, and publications related to NOAA R&D and transition strategy activities.
  • Create, edit, and conduct quality assessment of information resources such as on-line tools, educational products, templates, and handbooks to aid OAR leadership.
  • Provide general administrative support to the Test Bed Proving Ground Coordination Committee (TBPGCC) including reviewing, monitoring, and tracking correspondence, proposals, deadlines, and conducting research.
  • Develop briefing packages in advance of TBPGCC meetings and workshops, including subject matter research as needed.
  • Provide logistics and coordination services for national and/or regional meetings related to NOAA R&D and transition strategy activities, including the development of meeting materials, invitation and tracking of participants, coordination of meeting space and requirements, note-taking and facilitation services, and the drafting of after-action reports, as required.
  • Provide content assistance for NOAA projects for use to enhance the ORTA web site.
  • Maintain websites for ORTA, TBPGCC, and the Quantitative Observing System Assessment Program (QOSAP).
  • Support and assist ORTA with provision of transition support services, including creation of transition plan templates, transition plans, tools and processes for streamlining services, briefings on all aspects of these transition support services, and development of related training content.


Qualifications

Required:
  • Ability to obtain a public trust clearance
  • Bachelor's degree in a related field including meteorology, weather, atmospheric science, ocean science, environmental science
  • 4+ years of full-time professional experience
  • Travel for meetings and conferences may be required.


Desired:
  • Experience supporting NOAA or similar agency in R2X
