What You Will Get To Do:
This position supports a high-visibility federal program delivering mission-critical technology capabilities for humanitarian assistance and disaster response. Active Secret clearance is required to be considered for this role.
In this role, you will oversee a portfolio of systems and applications, advising leadership and ensuring technology investments are aligned to mission priorities, operational demands, and enterprise standards.
We are seeking a Senior Technical Portfolio Manager (PfM SME) to support Foreign Humanitarian Assistance (HA) disaster operations and response efforts. The ideal candidate brings strong portfolio management experience, deep awareness of systems and application environments, and the ability to translate mission requirements into effective technology solutions within a secure federal environment.
Key Responsibilities:
● Lead portfolio-level oversight of technology initiatives, ensuring alignment with mission priorities and operational needs
● Advise leadership on technology strategy, system/application alignment, and investment priorities
● Maintain awareness of the enterprise systems and application landscape, identifying gaps, redundancies, and opportunities for improvement
● Serve as a liaison between stakeholders and technical teams, translating mission needs into actionable technical requirements
● Evaluate technologies and tools to recommend efficient, scalable, and cost-effective solutions
● Oversee portfolio performance, including prioritization, risk management, and reporting
● Serve as the primary point of contact for portfolio status, issues, and stakeholder engagement
● Guide requirements development and support system development lifecycle (SDLC) activities
● Coordinate cross-functional teams to resolve requests, incidents, and portfolio-related challenges
● Develop client-ready deliverables, including presentations, roadmaps, cost-benefit analyses, and SOPs
● Champion a client-first approach, balancing mission needs, technical feasibility, and contractual requirements
Minimum Qualifications:
• Bachelor’s degree from an accredited college or university
• Active Secret security clearance is required
• 8+ years of experience in IT, PMO, or portfolio management, supporting federal programs
• PMP certification (or equivalent)
• Experience managing or advising on technology portfolios, systems, and application environments
• Strong understanding of enterprise systems, application integration, and technology lifecycle management
• Proven ability to provide strategic recommendations and influence leadership decisions
• Strong analytical and problem-solving skills
• Authorized to work for any U.S. employer
Desired Qualifications:
● Experience supporting Foreign Humanitarian Assistance (HA), disaster response, or international programs
● Familiarity with Department of State or similar federal environments
● Experience with enterprise architecture, system modernization, or digital transformation efforts
● Experience with tools such as Power BI, Tableau, Jira, or ServiceNow
● Prior consulting experience in a client-facing role

The projected compensation range for this position is $165,000 - $185,000/year. The estimate displayed represents a typical annual salary range for this position and is just one component of Southpoint's total compensation package for employees.
