Security Visitor Escort Lead

***This position requires a current Tier I (Public Trust) clearance ***

The contractor shall provide an Security Escort Lead to ensure the base escort and monitoring program successfully supports the construction project mission. The main objective is for multiple contractors and vendors that do not have the required security clearance are provided access to projects and other construction sites supporting 35 CES (Misawa Air Base). Projects include but limited to "in and around" SCIF and other secure (exterior), flightline building, mission storage igloos, and other projects sites as determined by the government. This position will schedule and lead the overall program for escorting/monitoring to include uncleared personnel on numerous project (facilities) locations around the base. Lead must ensure that contract personnel monitoring project shall remain with uncleared individuals for the duration of their work within Misawa Air Base facilities.

Estimated Starting Salary Range for Security Visitor Escort: Pay commensurate with experience.

Security Visitor Escort Lead/Monitoring Responsibilities Include:
  • Leads the Misawa Escort Program - Coordinates and schedules personnel to escort/monitor visitors within facilities/office spaces (as necessary) and in designated project locations. Also, ensures that processes are in-place to ensure that visitors are not inadvertently or unwittingly exposed to classified or sensitive materials which they should not see, overhear, or otherwise obtain access.
  • Ensures escorts will properly monitor uncleared personnel so they do not stray from any project site (designated area).
  • Generates escort program standard operating procedures approved by the government.
  • Develops a comprehensive Quality Control Plan for the overall escort program.
  • Authors Monthly Status Report that thoroughly and accurately update the government of activities within the escort program.
  • Ensure escorts advising employees working in areas being visited that uncleared persons are in the vicinity and to exercise appropriate precautions, as necessary.
  • Prescribes basic escort training plan to maintain positive control of persons being escorted/monitored to include maintaining visibility of those individuals at all times.
  • Enforces base procedural rules and regulations pertaining to visitors.
  • Ensures the safety of visitors, staff, property, and information. Ensure all escorts wear the appropriate personal protective gear.
  • Ensures that escort vehicles are properly maintained and in good working order.
  • Deconflicts escorts schedules and ensures escorts are properly located at project locations; responsible for managing escort hours and timesheets.
  • Notify the Office of Security and Guard Staff of any incidents involving visitors, along with the 35 CES client and Contracting Office.
  • Maintains accurate records of activities within the confines of all project location and document any discrepancies noted throughout their work cycle.
  • Ensures that escorts remain with guests at all times and remain off personal devices while escorting.
  • Works with the Misawa government leads to ensure escorts follow established government protocols for each building entered.
  • Escort Program management - Verifies names and appointment dates. Verifies project work schedule with the Government Program Lead, 35 CES, and 35 CONS clients.
  • Performs other job-related duties as assigned


Security Visitor Escort Lead Experience, Education, Skills, Abilities requested:
  • Bachelor's Degree or equivalent is preferred; High School Diploma required and 5+ years of relevant experience is preferred.
  • Experience should include managing personnel and efficiency scheduling with solid organizational background/skillset.
  • Must been able to get a Tier 1 Clearance.
  • Excellent interpersonal skills and pleasant positive demeanor.
  • Must be able to function without supervision and provide clear/concise guidance to an operational team.
  • Ability to wear the prescribed directed uniform (along with appropriate personal protective equipment) and maintain a professional appearance.
  • Ability to manage/resolve escort program complaints and concerns.
  • Develop and communicate established base procedures.
  • Ability to communicate orally and in writing in English. Use of Japanese language would be highly beneficial.
  • Possess applied computer skills.
  • Significant experience with Microsoft Office software including Word, Excel, Outlook, PowerPoint is highly preferred.
  • Must pass pre-employment qualifications of Cherokee Federal
