Position Description & Qualifications

The Acquisition & Program Management Professional provides senior - level acquisition, program management, and strategic leadership support to DoD Program Offices and OSD - level organizations. This role supports ACAT I-III programs across the full acquisition life cycle, including requirements definition, acquisition strategy development, budgeting, contracting, execution oversight, sustainment, and Foreign Military Sales (FMS).

An active U.S. Department of War (DoW) Top-Secret/SCI security clearance is required.

The candidate will operate in complex, high - visibility environments, advising senior government leaders, integrating across engineering, contracting, logistics, test, and financial management functions, and ensuring program execution aligns with statutory, regulatory, and policy requirements.

In this role, you will:
  • Provide senior acquisition and program management support for DoD weapon system programs (ACAT I-III) across development, production, sustainment, and modernization phases
  • Lead or support acquisition strategy development, milestone planning (A, B, C), and program baseline establishment (cost, schedule, performance)
  • Support RDT&E and sustainment budget planning and execution, including FYDP development and congressional justification activities
  • Advising government leadership on program risk management, technical maturity, schedule performance, and affordability considerations
  • Coordinate with contracting officers on source selections, contract awards, modifications, and execution oversight
  • Support or lead Foreign Military Sales (FMS) activities, including case development, exportable configurations, and international stakeholder coordination
  • Integrate across engineering, test, logistics, and sustainment teams to ensure successful transition from development to production and fielding
  • Prepare and deliver executive - level briefings, decision papers, and congressional support materials
  • Mentor junior acquisition staff and contribute to organizational process improvement initiatives


To be successful in this role, you will:
  • An active U.S. DoW TS/SCI security clearance
  • A Bachelor's degree in Engineering, Business, Management, or related technical field
  • 15 years of progressive experience in DoD acquisition and program management
  • The following Technical & Functional Expertise:
    • DoD 5000 - series acquisition framework
    • ACAT I-III program execution
    • Milestone decision support (A/B/C)
    • RDT&E, production, and sustainment funding
    • Risk, issue, and opportunity management
    • Foreign Military Sales (FMS)
  • DAWIA Program Management Level III certification (or equivalent)
  • An executive - level communication and stakeholder coordination
  • To demonstrate experience supporting or leading ACAT I and II programs
  • The proven ability to manage large budgets ($100M+ annually) and complex program portfolios
  • Experience working at Pentagon / OSD / Service Headquarters level
  • Strong knowledge of DoD acquisition policy, processes, and governance frameworks
  • The ability to travel 25%


Desired / Preferred Qualifications
  • Master's degree (MBA or technical discipline preferred)
  • Experience supporting OSD (R&E) or OSD (A&S) organizations
  • Experience with rapid acquisition pathways and transition of advanced technologies into Programs of Record
  • Prior Senior Materiel Leader or System Program Manager experience
  • Experience establishing or standing up new organizations or programs
  • FMS experience with allied and partner nations
  • Experience briefing SES, General Officers, and Congressional stakeholders
