The Opportunity:
IntePros Federal is seeking a Program Manager for an upcoming government contract. In this senior role, you will act as the primary program management advisor and key interface with Government leadership. The position requires advanced expertise in the federal immigration enterprise, executive stakeholder engagement, strategic roadmap development, and Agile governance. Responsibilities include leading cross-functional teams, managing major planning initiatives, and ensuring alignment between operational priorities and IT investments.
Clearance:
Required: Must be eligible for a Public Trust Clearance - US Citizenship required.
Locations:
Camp Springs, MD - hybrid. Travel may be required occasionally for program facilitation
Responsibilities - Other duties include, but are not limited to:
Lead and manage program execution for improvement initiatives, serving as the primary client-facing SME
Develop and maintain comprehensive strategic road maps integrating people, process, and technology dimensions
Facilitate cross-organizational coordination across DHS, SSA, DOL, DOS, DOJ, and other federal/state partners
Establish and maintain Agile governance structures: RACI charts, project charters, gate reviews, sprint planning artifacts, and risk logs
Provide quarterly KPI reporting and data-driven recommendations for executive decision-makers
Conduct technology assessments, including AI adoption readiness, within the IT landscape
Author detailed business requirements documentation: process flow diagrams, use cases, and functional specifications
Manage and mentor journeyman-level staff, coordinate subcontractor performance
Oversee program compliance with security requirements, FAR/HSAR clauses, and data governance policies
Support CPARS reporting and contract administration requirements
Required Skills:
Master's degree in business administration, Public Administration, Information Technology, or related field
Minimum 10 years of progressive program/project management experience, with at least 5 years managing large-scale, complex federal programs
Minimum 5 years of direct experience with U.S. immigration policy, DHS systems, and the immigration benefits ecosystem
Demonstrated experience with identity/immigration platforms
Experience with Agile methodologies (Scrum, SAFe, or Kanban) in a federal program management context
Strong executive-level communication and stakeholder engagement skills
Preferred Skills:
Experience supporting IRIS, VER, or FOD at USCIS
Familiarity with USCIS Agile Program Management Framework
Experience with Presidential Executive Order implementation in an immigration context
Certifications Required:
One or more current certifications required: PMP, PgMP, Agile (SAFe, PMI-ACP, or equivalent)
