Position Summary
The Design, Monitoring and Evaluation Specialist (DME Specialist) will support the Haiti End-Use Monitoring (EUM) mission by designing and implementing monitoring and evaluation tools, supervising data collection, reviewing and validating large data sets, analyzing EUM procedures, and producing reports and visualizations that translate findings into practical recommendations. This role supports both operational monitoring and the review of current EUM procedures against INL requirements.
Key Responsibilities
Design data collection tools and support field supervision for EUM inspections, surveys, and inventory reviews.
Review, clean, validate, and analyze large volumes of inspection and accountability data.
Assess current EUM procedures, internal controls, and process weaknesses, and support recommendations for improvement.
Prepare analytical reports, dashboards, charts, and professional data visualizations for customer reporting.
Support development of quick-reference guides, procedures, and other tools for EUM staff.
Coordinate with the Program Manager and field teams to ensure reporting is accurate, timely, and decision-ready.
Required Qualifications
U.S. citizen.
Active Secret clearance.
Minimum of three (3) years of experience in process mapping, auditing, data analysis, and/or monitoring and evaluation.
Experience assessing risks, reviewing internal controls and procedures, and identifying process weaknesses and inefficiencies.
Data analysis and/or administration background.
Fluent in English with strong written and verbal communication skills.
Proficient in Microsoft Word, Excel, and Outlook.
Proven ability to produce clear, concise written reports and presentations in English.
Bachelor’s degree.
Must be based in Port-au-Prince, Haiti during performance.
Able to drive armored vehicles.
Excellent interpersonal skills.
Preferred Qualifications
Proficiency in French and/or Haitian Creole.
Experience supporting overseas security-sector, logistics, or accountability programs.
Experience building monitoring frameworks, field tools, and data visualizations for donor-funded programs.
Experience auditing property accountability or similar control environments.
Screening and Compliance Requirements
Must be able to complete HTSOS-C or hold an accepted equivalent before deployment.
Must be medically and psychologically fit for duty in Haiti and able to travel as required.
Must be able to comply with background vetting, badging, and customer approval requirements.

This is a field-support role in a high-threat operating environment. The selected candidate must be able to work closely with program leadership and field teams to ensure reporting, monitoring, and evaluation activities support mission execution and customer requirements.
