Leidos Security Operations is seeking a highly accomplished and experienced security professional to serve as a Manager 2, Industrial Security.
This leadership role is responsible for directing a multi-functional security team and managing a diverse portfolio of programs within the Defense Sensors Business Area in support of Department of Defense customers.
The selected candidate will provide strategic leadership, operational oversight, and expert guidance to security professionals across multiple locations. This role is accountable for ensuring the effective execution of security operations supporting Collateral, Special Access Program (SAP), and Sensitive Compartmented Information (SCI) programs, while maintaining strict compliance with applicable federal regulations, contractual requirements, and corporate policies.

Primary Responsibilities

•This leader will be responsible for the oversight and management of security support across multiple contracts, ensuring the effective implementation of the industrial security program and full compliance with company and customer security requirements.
•Provide leadership, mentorship, and development for a highly motivated team of industrial security professionals operating across multiple states and cleared facilities.
•Interface with all levels of Leidos personnel and government officials to ensure contract security compliance with the National Industrial Security Program Operating Manual (NISPOM, 32 CFR Part 117), contract security documentation, and Program Classification Guides.
•Exercise sound judgment and decision-making authority on critical security matters impacting high-value programs, implementing procedures to prevent unauthorized access to company and government facilities, systems, and information.
•Demonstrate a proven ability to assess risk and apply effective mitigation strategies to resolve complex security challenges.
•Deliver clear guidance to employees and recommend enhancements to operational policies, procedures, and security practices as appropriate.
•Provide day-to-day oversight and direction to security personnel across areas including personnel security processing, program reviews, document control, and security audits.
•Lead and oversee security violation and infraction investigations, ensuring timely resolution, proper reporting, and implementation of corrective actions.
•Provide subject matter expertise across multiple security disciplines, including personnel security, physical/industrial security, and computer investigations and operations.
•Demonstrate proficiency in developing, interpreting, and disseminating security requirements, guidance, and standard operating procedures.
•Ensure the effective training and development of security personnel, including the creation and delivery of security briefings tailored to specific program missions and audiences.
•Collaborate with Department of Defense (DoD), Intelligence Community (IC), and other government stakeholders to maintain current knowledge of evolving security requirements and policies.
•Provide guidance to security personnel on the management and maintenance of personnel and program security records (both electronic and hardcopy), and on the proper interpretation and application of policies governing the processing, dissemination, and control of classified materials.
•Coordinate security initiatives and requirements across internal organizations, external partners, and business areas to ensure alignment and compliance.
•Monitor and manage security operations across the Sector, delivering regular status reports, risk assessments, and recommendations to senior security and business leadership.
•Provide strategic guidance on the development, implementation, and sustainment of comprehensive security programs, including Security Awareness and Counterintelligence (CI) training.
•Partner closely with internal and external program managers to ensure alignment between security requirements and operational execution.
•Support business needs through flexibility in work hours, including extended hours as required.
•Lead or contribute to the development of Security Volumes for Requests for Proposals (RFPs), ensuring accuracy, compliance, and competitiveness.
•Support Corporate Security initiatives, including International Security, Business Continuity, Threat Management, and Workplace Security programs.
•Maintain oversight of security planning for contract opportunities, including identifying required cleared facilities, security support needs, classified space requirements, and potential staffing implications.
•Actively participate in business area governance and operational forums, including:
•Staff Meetings: Provide senior leadership with updates on security posture, risks, and activities across the portfolio.
•Pipeline Reviews: Assess upcoming opportunities, identify security requirements and risks, and advise capture and leadership teams on security considerations.
•Business Performance Reviews: Monitor contract execution and performance to ensure alignment with security requirements.
•Workforce Reviews: Identify and address clearance-related risks and ensure the readiness of the cleared workforce.
Basic Qualifications
•Bachelor’s degree with 8+ years of relevant experience, or Master’s degree with 6+ years of relevant experience. Additional years experience may be used in lieu of degree.
•Minimum of 6–8 years of experience leading and managing CPSOs, CSSOs, and/or FSOs, including performance management responsibilities such as goal setting, employee development, and timecard approval.
•Demonstrated experience managing multiple programs, with the ability to effectively collaborate with site leadership, program leadership, and executive stakeholders.
•Ability to travel to security sites in Huntsville, Alabama; Northern Virginia; and the Maryland area, as well as other Leidos locations, as required to support security operations.
•Proven experience briefing large and diverse audiences on program security status, risks, and requirements.
•Deep knowledge of industrial and program security disciplines, with the ability to manage highly complex programs and drive process improvements.
•Demonstrated ability to influence outcomes and apply expert judgment in developing and presenting security solutions and approaches.
•Thorough working knowledge of the National Industrial Security Program Operating Manual (NISPOM), as well as other applicable government regulations, including Intelligence Community Directives (ICDs), Security Executive Agent Directives (SEADs), and customer-specific policies.
•Self-starter with the ability to independently manage priorities, execute tasks, and drive results in a dynamic environment.
•Strong commitment to security excellence and delivering high-value support to customers.
•Proficiency with Microsoft Office applications (e.g., Word, Excel, PowerPoint, Outlook).
•Ability to evaluate and interpret clearance determinations made by government customers.
•Demonstrated ability to interpret and apply company and government security policies to program operations.
•Strong understanding of ICD 705 physical security requirements, including experience supporting SCIF and SAPF accreditations and buildouts from initiation through completion.
•Proven experience managing Sensitive Compartmented Information (SCI) programs.
•Must have an active TS/SCI clearance with the ability to obtain a poly.
Preferred Qualifications
•Experience leading security teams supporting Department of Defense (DoD) and Intelligence Community (IC) customers.
•Demonstrated experience managing large, complex programs and geographically dispersed teams.
•Experience overseeing or supporting SCIF construction and accreditation in accordance with ICD 705 technical specifications.
•Established professional relationships and partnerships with government stakeholders across the Intelligence Community.
•Current industrial security certifications (e.g., FSO, CPSO, or CSSO mid-level training/certifications).
•Experience training and mentoring security personnel in the development and implementation of security Standard Operating Procedures (SOPs) and emergency action plans.
•Working knowledge of Access Control Systems (ACS) and Intrusion Detection Systems (IDS).
