Duties
Help

• Ensuring all real property transactions are supported by proper documentation to maintain audit readiness.
• Conducts annual completeness surveys of random sample population to ensure that all existing physical assets are identified and validated in the APSR.
• Manages the entire facility lifecycle, beginning with the acquisition of new property and the meticulous documentation of all capital movements and recapitalizations.
• Administers facility turn-ins and transfers from tenant units and activities.
• Prepares and consolidates all supporting documents for complete disposal package.
• responsible for Processing conversions (permanent changes in the use of a facility) and diversions (temporary changes in use).

• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11.
• This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.

You will receive credit for all qualifying experience, including volunteer experience. GS-09
Specialized Experience: I have one year of specialized experience equivalent to at least the GS-07 grade level in the Federal service which includes experience assisting senior employees in the areas of real property accountability and real estate management; assisting with preparing and updating real property inventory; researching and updating information on building data including square footage, building number, category codes; utilizing automated systems such as General Fund Enterprise Business Systems (GFEBS)/Real Property Planning and Analysis System (RPLANS).

OR
Education: I have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration. (Note: You must attach a copy of your transcripts.)

OR
Combination of Education and Experience: I have the specialized experience as described in A, but less than one year; and I have at least one year of graduate education as described in B, but less than the required two years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).

GS-11
Specialized experience: I have one year of specialized experience equivalent to at least the GS-09 grade level in the Federal service which includes experience in the areas of real property accountability and real estate management; preparing and updating real property inventory; researching and updating information on building data including square footage, building number, category codes; utilizing automated systems such as General Fund Enterprise Business Systems (GFEBS)/Real Property Planning and Analysis System (RPLANS) to produce reports; assisting with yearly physical inspections to comply with audit; assisting with audit samples on real property assets; assisting with the development, execution, and management privatization of assets; preparing leases, licenses, and easement requests.

OR
I have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Business Administration. (Note: You must attach a copy of your transcripts.)

OR
I have the specialized experience as described in A, but less than one year; and I have at least two years of graduate education as described in B, but less than the required three years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
