In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Air Transportation Operations Specialist Series, 2150.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations. knowledge of aircraft performance capabilities and limitations to include instrument approach capability, fuel requirements, gear configuration, runway and taxiway requirements and weight restrictions. Thorough knowledge of AMC mission operations, command organization and the work processes of associated air transportation programs as they are integrated and executed during daily global operations. Thorough knowledge of AMC's databases, planning and support systems, command and control capabilities and mission planning tools. Comprehensive knowledge of a wide range of aircraft, airfield and aeronautical information publications, operating instructions and regulations applicable to determining the suitability of conducting aircraft operations at any given airfield. The work requires considerable skill in applying this knowledge to plan and accomplish a variety of complex work assignments and/or to identify, analyze, and resolve airfield suitability issues or problems. In-depth knowledge of airfield surveys, civil engineer airfield pavement reports and how to interpret and analyze information from such documents and supplements; i.e., runway length, load bearing capability and rating methods, pavement condition, etc., which are necessary for determining the suitability of an airfield for AMC aircraft operations. Broad knowledge of aeronautical planning publications (en route supplements, terminal procedures publications, instrument departures and approach procedures, airfield diagrams); related publications (airport facility directory, supplements, airport master records and reports, National Aeronautical Charting Office publications) and National Geospatial-Intelligence Agency publications including the Aeronautical Production Manual. Knowledge of flight operations, instrument flight rules, Federal Aviation Regulations, the international airway routes and structure, flight characteristics, dimensions and systems of several types of aircraft (wing span, aircraft altitude/airspeed capabilities, cargo/pax capabilities). Knowledge and skill in applying analytical and evaluative methods and techniques to reports, information, issues or studies.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Ability to analyze, plan, and adjust work operations to meet command requirements and objectives within available resources, and to update the staff of an organization.
2. Knowledge of flight operations, instrument flight rules, Federal Aviation Regulations, airfield information and restrictions, en route supplements, i.e. runway length, load-bearing capability, pavement condition, lighting, etc.
3. Ability to identify, analyze and translate complex information, evaluate options and make appropriate judgments and decisions and implement results.
4. Knowledge of flying instructions, Flight Information Publications (FLIP) and air transportation directives, plans, regulations, techniques, systems and processes.
5. Knowledge of various computer systems and applications that pertain to transportation operations and those systems required to perform the work.
6. Knowledge of DOD, USAF, AMC, AFCESA, FAA, ICAO and other applicable policies, rules, regulations, instructions, and directives as they pertain to airfield and aircraft operations and capabilities. Skill and ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). - Accomplishes command airfield suitability assessment and review processes. Conducts daily investigation and analysis of information for airfields AMC operates at globally, and evaluates airfield information for suitability of AMC aircraft operations as required by operating policy.
- Manages and operates the command airfield help desk. Responsible for managing and responding to information requests, operational issues and concerns submitted to the continuously manned AMC Airfield Help Desk.
- Controls, updates and manages information and communications vital to Air Mobility Command (AMC) airfield suitability.
