Job Description

Duties

  • You will manage the Environmental Compliance Programs for the Department including environmental compliance, conservation and natural resources, and cultural resources.
  • You will provide managerial, technical, policy and program oversight for Navy environmental programs at 10 regions and 71 installations.
  • You will provide technical and policy oversight in order to meet public laws, executive orders and Dod policies and goals.
  • You will provide management/leadership support for special studies and analyses and provides technical guidance and advice on best method or procedure of analysis and evaluation to accomplish program missions to ensure optimum management strategy.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience demonstrating leadership and expertise in managing environmental programs with the DoD, with a working knowledge of DoD organization, policies, regulations, and guidance. Specific Navy experience is ideal.
  • Experience demonstrating leadership and expertise and is considered an expert in engineering, environmental science, and/or natural resources; to include environmental application to facilities, water/utilities programs, spill contingency planning and response planning, tank compliance, management of hazardous substances/petroleum products, National Environmental Policy Act, Natural Resource Management, and Cultural/Tribal Resource management.
  • Experience demonstrating the ability to work complex technical issues, develop recommendations, overcome challenges, communicate change, and implement recommendations.
  • Experience demonstrating ability to work in a team, lead/supervise a team of subject matter experts, seek common understanding, and communicate common goals.
  • Experience demonstrating skills required when working cooperatively with Federal and State resource and regulatory agencies, Federal and local officials, other Federal Agencies, military leaders, stakeholders, and the general public.

  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    Basic Requirements:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
    or
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

    Professional Engineer Registration is desired.

    Employee is required to obtain DAWIA Facilities Engineering (FE) Certification (Level III)

    Employee may be required to work overtime.

    Employee may be required to take part in readiness exercises.

    A valid state driver's license is required
