SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery of advanced program management concepts, principles, and methodologies to direct and oversee large-scale, DAF-wide military training and education programs; Expert knowledge of the policies, operational requirements, and strategic objectives related to DAF Technical Training, initial skills production, Special Warfare training and operations, and the U.S. Air Force Nuclear enterprise, including the Personnel Reliability Assurance Program (PRAP); Comprehensive knowledge of the mission, roles, organizational structures, and operations of DoD, DAF, and AETC, and a mastery of the processes for requirements determination, resource allocation (PPBE), and policy formulation; Skill in directing the design and execution of complex analytical studies to evaluate the effectiveness of major training programs, identify systemic issues, and prepare solutions for broad, critical DAF mission areas; Ability to plan, organize, and direct the functions of a major organization through subordinate supervisors, and the ability to mentor, motivate, and appraise a diverse workforce of senior military and civilian personnel; Ability to lead, influence, and negotiate effectively with senior management officials to accept and implement recommendations involving substantial resources and extensive changes in established concepts and procedures. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Mastery of advanced program management concepts, principles, and methodologies to direct and oversee large-scale, DAF-wide military training and education programs. - As Division Chief, the incumbent plans, organizes, and exercises full strategic oversight for the activities of the Production and Operations Management Division, directing highly complex, DAF-wide programs of significant interest to senior DoD and Air Force leadership.
- Exercises supervisory personnel management responsibilities.
- As the principal representative and advocate for AETC's production and operations management programs, the incumbent is charged with establishing, developing, and maintaining effective working relationships with senior leaders across HQ USAF, MAJCOMs, the National Guard Bureau, Sister Services, and other DoD and federal agencies.
- The incumbent provides expert technical guidance and management advisory services on all assigned programs.

- This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Key Position. The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve")
