Job Description

Job Status: Position is contingent upon customer funding and clearance cross over

Location: Bethesda, MD (onsite)

Clearance Required: Must be a U.S. Citizen and possess a current and active TS/SCI clearance granted by the Department of Defense or an Intelligence Community agency. Must be able to pass a Counterintelligence (CI) Polygraph.

We are looking for a fully qualified expert in systems engineering/enterprise and solutions architect with a deep understanding in data architecture to provide systems engineering/data architecture support.

Duties Responsibilities include, but are not limited to:
  • Provides strategic vision and implementation plans for S&T's suite of services both for systems engineering and data architecture
  • Performs the full lifecycle of engineering support including but not limited to requirements engineering, solutions engineering, scheduling, reliability analysis, resiliency analysis, development, integration, test and evaluation, maintainability analysis, and decommissioning
  • Leads the identification, tracking, mitigation, and resolution of technical risks and issues to ensure the timely, functionally efficient, and cost-effective stand-up of new capabilities.
  • Develop solution designs based on analysis of requirements and new technology
  • Conducts Analysis of Alternatives (AoA), Trade Studies, and Engineering Assessments.
  • Evaluates cloud environments for efficiency, redundancy, and utilization improvements and provides recommendations.
  • Identifies industry and DIA standards and creates unique standards for open architecture, service centric architecture, service-oriented architecture, and cloud architecture for inclusion in RFPs, existing contracts, and government development efforts.
  • Provides modeling and simulation analysis.
  • Evaluates and provides recommendations on how to automate or improve existing systems and workflows.
  • Leads and assists in coordinating the work of a team of systems engineers.
  • Designs, develops, and coordinates central architectures, system engineering, MBSE concepts, and systems engineering for advanced concepts including artificial intelligence and Digital Twin.


Required Qualifications:
  • Expert-level demonstrated experience in government or industry in relevant work areas including: DoD/IC Acquisition Process, Requirements Process, PPBES Process or system engineering of large complex System of Systems or Service Oriented Architecture/Cloud environments.
  • Demonstrated experience with MBSE processes, tools and languages.
  • 10+ years of Systems Engineering delivery within the Department of Defense or the Intelligence Community
  • Experience developing solution artifacts for business growth endeavors.
  • Expert level experience across the systems engineering "V" and Agile Delivery methodologies.
  • 10+ years of experience in leading technical teams within the Department of Defense or Intelligence Community
  • Proven and demonstrable experience in developing and delivering responses to government issued RFPs, RFIs, and other government solicitations.

Desired Qualifications:

  • Experience in Media Exploitation or Open Source Analysis as either an analyst or as an engineer
  • Experience architecting solutions using Cloud-based technologies to include Amazon Web Services, and Microsoft Azure cloud services.

  • Experience architecting solutions using Automation, Artificial Intelligence, and Augmentation technologies.
  • Prior DIA experience
  • Certified as an INCOSE System Engineering Professional (CSEP) or DAWIA (level III) in IT or SPRDE or certified Scaled Agile Framework Agilist (SA) or Software Development Framework.

  • Ability to operate standard office equipment and remain in a stationary position for extended periods

Education Qualifications:
  • Bachelor's Degree or higher in Computer Engineering or in a related hard science STEM field such as engineering, physics, mathematics, operations research, Information Technology, or Management Information Systems.

Years of Experience:
  • BS +15 years of experience or equivalent 20 years of experience as a SME.
