The Intelligence Center delivers mission-critical capabilities to solve high-priority challenges across the full Intelligence operating lifecycle. The Intelligence Center Chief Engineer (CCE) is a technical leader with a proven track record of developing program strategies and contributing across this lifecycle to produce innovative and high-impact solutions to a broad range of sponsor mission challenges.

The Intelligence CCE works in partnership with the Intelligence Vice President, Directors, and their Division Chief Engineers to ensure quality, delivery and shaping of the work program to achieve the priority objectives of our sponsors and Center/Sector/Corporate strategies. The CCE ensures the work is done right by promoting practices to assess and continually improve technical quality in partnership with Chief Engineers across the Sector and MITRE. The CCE collaborates with counterparts across MITRE to promote, develop, and leverage MITRE staff and capabilities. Given the span and complexity of the sponsor space, it is particularly important for the CCE to be a catalyst for cross-cutting integration and innovation, working in partnership across the MITRE National Security (MNS) sector, to include Cross-Cutting Priorities and Mission Centers/Divisions and with the MITRE Innovation Program to bring the best solutions and value for sponsors. Local and overnight travel to geographically dispersed sponsor and MITRE locations will be required up to 25% of the time.

Essential Job Functions:

Strategy Development and Execution
  • Contribute as a senior leader to develop, facilitate and execute the center strategy, plan development, implementation and metrics
  • Drive crosscutting solutions through identification, facilitation, and participation in MITRE, MNS, and Center investment decisions
  • Drive innovative and disruptive solutions through the generation of strong demand signals to shape the MITRE Innovation Program (MIP)
  • Drive development of technical and program capabilities, including identifying new areas to develop and areas to shape out of


Technical Quality
  • Create, implement, and execute a Center-wide technical quality and learning culture that continually strengthens mission impact in partnership with other counterparts across MITRE
  • Independently review, assess, shape, and potentially stop delivery of critical products
  • Drive technical quality and lead the development of technical quality standards within a mission function/technical specialty and across a mission/technical area
  • Assess how well MITRE deliverables support MITRE's recommendations and the sponsor's ultimate mission outcomes
  • Provide input on the quality of goals and operationalization of strategies in partnership with business and people leadership.


Mission Impact
  • Drive MITRE and the sponsor/partner to new level of mission impact with urgency
  • Ensure that individual projects are driving change at a technical and mission level
  • Enhance MITRE's external brand and achieve broader impact in key external communities, commercial entities and industry
  • Engage with sponsors and directly contribute to high-impact, high visibility work efforts for key sponsors and critical outcomes


Staff Development
  • Mentor staff and leaders, and be able, as needed, to supervise senior principal technical staff


Partnership and Initiatives
  • Identify crosscutting mission outcomes across divisions, centers, and sectors and drive increases in effectiveness and efficiency through strategic coordination and joint execution
  • Ensure the best of MITRE is brought to bear via the MITRE "technical backplane" and in collaboration with MITRE National Security, MITRE Public Sector (MPS), and MITRE Technology and Engineering (MTE).
  • Create a professional network with peers across industry, FFRDCs, UARCs, National Labs, and academia to create opportunities for increased impact through partnerships
  • Lead and/or be a catalyst for cross-organizational strategic and technical initiatives with notable complexity, potentially involving visibility with MITRE's Board of Trustees
  • Execute the role of the Shared Risk Manager (SRM) for the Center in MITRE's corporate security process, ensuring that program teams are complying with IT policy and applying appropriate mitigations/procedures where deviations are necessary for mission
  • Partner with other Center staff to support the Intel Center VP and Directors


Basic Qualifications:
  • Requires a minimum of 15 years of related experience with a bachelor's degree; or 12 years and a master's degree; or a PhD with 10 years' experience; or equivalent combination of related education and work experience.
  • Deep working knowledge of the Intelligence Community to include direct experience at 2 or more of the following organization: National Security Agency (NSA), the National Geospatial-Intelligence Agency (NGA), National Space Programs, Defense Intelligence Agency (DIA), Office of the Director of National Intelligence (ODNI), USGC-A and/or the Department of Justice (DoJ).
  • Demonstrated ability to make significant technical contributions on a range of relevant work programs, ensuring technical rigor, analytic excellence, and mission relevance.
  • Experience executing large complex endeavors from strategic, operational, and financial perspectives.
  • Successful record of engagement, relationship-building, and collaboration with senior leaders in government and industry in a complex national security environment.
  • Significant exposure to and experience solving mission-oriented challenges of government sponsors, including cyber security, multi-domain operations, and the application of artificial intelligence to mission.
  • Strong background in programmatic focus areas such as intelligence sharing, DoW acquisition processes, joint program office development and management, and secure facility accreditation.
  • Demonstrated ability to work across organizations and integrate efforts to achieve more impactful outcomes, including extensive experience collaborating across large engineering organizations to develop and implement cross-cutting strategies and initiatives.
  • Excellent communication skills with all levels of sponsors and internal staff, including the ability to convey complex technical concepts to senior leaders.
  • Ability to work on-site at MITRE's McLean campus 5 days per week and availability for occasional travel as mission and organizational needs dictate.
  • Active TS/SCI clearance will be required
  • U.S. Citizenship required.
  • This position has an on-site requirement of 5 days a week on-site.


Other Desired Qualifications:
  • Post-graduate degree in an applicable discipline
  • TS/SCI clearance with Polygraph
  • Previous experience as a Chief Engineer at the Division level
  • Past or present service on technical or science advisory boards
  • Leadership of high-level red/blue teams and other independent technical/program assessments
