Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with contract management, acquisition/procurement management, and analytical theories, principles, and practices.
Experience with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS) and Navy Marine Corps Acquisition Regulation Supplement (NMCARS).
Experience with large reports, audits, and studies and distill them down to concise summaries that communicate key facts and identify critical decision leverage points.
Experience with the practical application of the theories and techniques of quantitative and qualitative analysis and cost benefit analysis.
Expert in applying complex fact-finding, analytical, and problem solving methods and techniques to identify interrelated program problems, draw conclusions, develop.
Experience and skill in communicating effectively with senior officials within the Navy and other organizations.
Experience with automatic data processing and information security systems, particularly budget, programming and cost estimating methods.

Education
BASIC EDUCATION:
Applicants must meet the following Basic Education Requirements of the Department of Defense Qualification Standard for Contracting Positions:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees
AND
B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the bachelor's degree or in addition to the degree.)
NOTE: The education requirements listed above apply only to individuals entering DoD 1102 positions on or after October 1, 2000. Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000, are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000, and members of the Contingency Contracting Force are also exempt from meeting this requirement.

- You will be the expert and authority for all Contracts and Acquisition related issues collaborating across various entities within domain and the federal government.
- You will represent the command to higher headquarters pertaining to contract and acquisition related issues, data calls, policy development, implementation, guidance and compliance.
- You will provide command staff advisory services that include strategy development and execution planning, cost/price estimating, milestone development, budget forecast, spend tracking, strategic sourcing, and requirement validation.
- You will direct and oversee the development of CAMO's at subordinate and ADCON commands to include staffing, establishing processes and procedures, reporting and data analysis templates, and command specific contract management tools.
- You will oversee all contracts within NAVIFOR HQ. Provides periodic updates and position papers on contract execution, appropriations funding distribution current and future contract demand, signals and associated execution issues and concerns.
- You will compile and submit contract and business practices statistical reports to NAVIFOR HQ leadership and higher commands as required.
- You will establish, maintain and disseminate training throughout NAVIFOR HQ requirements stakeholders on various topics.
- You will serve as a second-line supervisor within the Contracts and Acquisition Management Office.
- You will interview, and recommend employees for selection, reassignment, and promotion; develops and evaluates performance standards and recommends awards.
- You will hear and resolve complaints from employees, refers group grievances and more serious complaints to a higher authority, effects minor disciplinary measures and reviews and makes recommendations on serious disciplinary actions.
