Job Description

Duties

  • You will serve as a senior subject matter expert and officer for the management of information collection and synthesis in direct support of the most complex and sensitive CI operations and investigations.
  • You will develop, validate, and manage the full lifecycle of collection requirements, from initial creation to final satisfaction, based on strategic operational needs.
  • You will fuse large volumes of incomplete, ambiguous, and conflicting information from sources (including HUMINT, SIGINT, OSINT, and other streams) to develop sophisticated, predictive threat pictures and actionable operational insights.
  • You will work directly with operational teams to develop and draft comprehensive operational plans and manages the support lifecycle for assigned cases.
  • You will serve as a primary point of contact for coordinating operational and support activities with external partners, representing the command in working groups and planning meetings

  • You must acknowledge in writing that you are accepting an appointment in the excepted service which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Must be willing to submit to and successfully complete a Counterintelligence Scope Polygraph (CSP) examination as a condition of employment and every five years thereafter.
  • Must successfully complete and/or be certified in DoD Counterintelligence as defined by DoD Instruction (DoDI) 3305.11 and DoD Directive (DoDD) 5240.02 or revised policy governing the certification and credentials of DoW Counterintelligence Agents.

Qualifications

GS-13: Must have one year of specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector that includes:
  • Applying counterintelligence concepts and principles to support operations of a complex and sensitive nature;
  • Coordinating operational activities and sharing information with other government or law enforcement agencies;
  • Conducting complex studies of operational processes and recommending solutions; and
  • Communicating complex and sensitive information to a variety of audiences.
GS-12: Must have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector that includes:
  • Assisting in the application of counterintelligence concepts to support operations;
  • Helping to coordinate operational activities with other agencies;
  • Assisting in conducting studies of operational processes; and preparing written and oral reports to support mission activities.

If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.
