• Drives client satisfaction and growth by identifying new needs, shaping solutions, and contributing to revenue through project expansion, proposal development, or proposal support
• Works independently to manage high-impact workstreams, priorities, and deliverables impacting organizational objectives and key results as defined by the company's or division's strategic goals

Job Summary:
The Senior Program Analyst will provide comprehensive acquisition and program management support to our client and civilian agencies. Responsible for executing acquisition planning, program support, and contract management functions across the full acquisition lifecycle. Supports programs involving development, acquisition, testing, integration, production, and fielding, ensuring alignment with mission objectives, regulatory requirements, and program performance expectations.

Essential Functions:

Demonstrates expertise in acquisition frameworks, policies, and lifecycle management processes
Demonstrates experience working within Agile development environments, preferably using the Scaled Agile Framework (SAFe)
Leads and supports analytic teams operating in Agile Release Trains (ARTs), support Program Increment (PI) planning, release planning, and backlog refinement, and translate mission and technical requirements into epics, features, and user stories
Prepares, reviews, and revises acquisition documentation across all phases of the acquisition lifecycle
Performs analytical support for senior analysts, engineers, and technical specialists by evaluating data, identifying trends, and supporting decision-making processes
Conducts and/or leads research, analysis, and evaluation of acquisition, technical, financial, and program management-related data
Applies risk management methodologies, including participation in risk working groups to evaluate courses of action, mitigation strategies, and probability of success
Conducts studies and prepares reports evaluating cost effectiveness, regulatory compliance, and operational feasibility of plans, proposals, and special projects
Leads or supports small teams, ensuring adherence to priorities, quality standards, and delivery timelines while maintaining effective coordination with government stakeholders
Ensures quality control and compliance of all deliverables prior to submission
Interfaces directly with program managers, task managers, subcontractors, and other key stakeholders
Prepares and delivers written and verbal briefings to senior leadership and client representatives
Develops and manages program plans, including budgets, schedules, and resource allocation aligned to contractual requirements
Establishes program requirements and performs detailed program analysis and planning activities
Coordinates with vendors, partners, and internal stakeholders to ensure program alignment and execution
Monitors acquisition program performance and provide regular status reporting


Preferred Knowledge, Skills Abilities:

Comprehensive knowledge of Agile frameworks (Scrum, Kanban, XP) and Scrum principles, practices, and techniques.
Demonstrated experience in facilitating Agile workshops, conflict resolution, and utilizing project management software (e.g., Jira, Azure DevOps).
Ability to guide teams through organizational transformation, foster a culture of continuous improvement, and adapt rapidly to changing business requirements.
Working knowledge of competitive acquisition processes, including bidding and proposal development
Strong ability to interpret and apply technical documentation and contractual requirements
Proficiency in Microsoft Office Suite, including Excel, Word, PowerPoint, and SharePoint
Strong written and verbal communication skills with the ability to convey complex information clearly and effectively

Required Education, Certificates/Licenses, Related Experience:

Familiar with USMC generally and MCSC Programs/Projects of record specifically, preferred
Experience collaborating with Product Owners, Scrum Masters, engineers, and Government stakeholders to ensure effective execution, configuration management, and delivery of capabilities in accordance with Agile and SAFe principles.
Bachelor’s degree and a minimum of four (7) years of programmatic experience, preferably within a formal acquisition or government contracting environment
DAWIA or FAI certification in Program Management preferred
Project Management Professional (PMP) certification preferred
Equivalent combinations of education and relevant experience may be considered


Physical Job Requirements:

Ability to remain in a stationary position (standing and/or seated) for extended periods, exceeding 50 percent of the workday
Ability to consistently operate a computer and view monitors for extended periods


Citizenship/Clearance Requirements:

Must be a U.S. Citizen
Ability to obtain and maintain a security clearance


Telework Availability:

This position is direct support at the client location. Occasional opportunity to telework may exist.


Primary Work Location:

Client site – Stafford, VA


Travel Requirements:

This position requires 10% travel.
