Tharros is seeking Termination Specialists to join our team. This role will support a government program on a full-time basis through September 2026, with an extension to the program possible. The position will work closely with Contracting Officers (COs), legal counsel, technical offices, and partners and requires regular in-office collaboration while maintaining the ability to work effectively in a remote environment.
Specialists will provide end-to-end support for the termination and closeout of acquisition and assistance awards, including contracts, grants, cooperative agreements, and other transaction authorities. Additionally, you will support Contracting and Agreement Officers (COs/AOs) in reviewing, analyzing, and negotiating termination settlements, ensuring compliance with federal regulations and agency policies. Specialists will provide expert guidance on the procedural, legal, and operational requirements for terminating contracts, ensuring compliance with agency and U.S. Government regulations.

Key Responsibilities:
- Provide expert guidance on the procedural, legal, and operational requirements for terminating awards and ensuring compliance with agency and U.S. Government regulations.
- Prepare all required documentation for award terminations, including termination notices, determinations and findings, cost analyses, negotiation memoranda, and settlement agreements.
- Support planning and execution of termination settlement processes for contracts, grants, cooperative agreements, and other transaction authorities
- Review termination settlement proposals for completeness, allowability, and compliance with existing policies, procedures and regulations
- Communicate with implementing partners to resolve deficiencies and obtain required documentation
- Assist COs/AOs in negotiating termination settlements, including terminations for convenience or default
- Analyze cost elements of settlement proposals, including direct and indirect costs, cost share, and profit/fee
- Assess cost reasonableness, allocability, and allowability in accordance with federal regulations
- Prepare cost analysis documentation and provide negotiation support
- Support award modifications and administrative actions related to terminations and closeout
- Coordinate closeout activities, including final invoice review, audit resolution, and property disposition
- Maintain complete, accurate, and compliant award files and documentation
- Ensure compliance with applicable federal regulations and agency policies
- Coordinate with technical offices, legal counsel, audit functions/agencies, and implementing partners to manage the termination process.
- Provide guidance to staff and partners on termination, closeout, and cost principles
- Ensure accurate data entry and tracking in systems
- Develop tools, guidance, templates, standard operating procedures, and training materials to strengthen institutional approach to award terminations.
- Interpret and apply applicable sections of relevant regulations (e.g. the FAR and CFR) and agency supplemental regulations and policies.
- Additional duties as assigned
Requirements
- Must successfully complete government background investigation prior to start.
- Must be able to support a hybrid work schedule, combining on-site and telework, with availability during core hours of 1000-1500.
- Bachelor's degree in Business Administration, Finance, Economics, Public Administration, or a related field.
- Experience: Minimum 5 years of progressively responsible experience managing U.S. Government-funded contracts, grants, and/or cooperative agreements, which includes:
- At least three years of extensive experience conducting cost/price analysis and/or financial review of budgets; and
- At least one year of experience working on contract or grant terminations
- Working knowledge of U.S. Government regulations (e.g., FAR, 2 CFR 200).
- Strong attention to detail, analytical, writing, and communication skills.
- Ability to work independently in both in-office and remote environments.
- Capability to quickly assimilate new information and become proficient in topics for which they may not have knowledge, e.g. Government to Government, Title II, Interagency Awards, and Public International Organizations.
- Experience with procurement or financial systems.
- Experience with a standardized corporate or government filing system.
- Experience with the Microsoft suite, specifically Word and Excel.
- Experience with the Google platform and tools.
- Excellent written and verbal communication with the ability to work independently in a virtual team environment.
- Proficient in Microsoft Office Suite to include Teams or similar workplace chat and videoconferencing tools.
