Northrop Grumman Aeronautics Systems has an opening for a Lab Infrastructure Engineering Manager - Manager Electrical Engineering 2 to join our team of qualified, diverse individuals within our Test and Evaluation organization. This leadership role is located in Rancho Bernardo, CA.

This individual will be responsible for managing the overall design, development, and implementation of the lab infrastructure, system administration and cyber compliance, operations and maintenance of existing lab infrastructure, and leading a diverse team of engineers and support roles throughout the lab test lifecycle across multiple Statements of Work (SOWs). This will include leading a team of System Engineers, Test Conductors, Design Engineers, Electrical/Electronics Engineers, Software Engineers System Administrators, and Technicians. The position requires technical knowledge of cyber security, network engineering, project management, understanding of design processes, and development of laboratory infrastructure to support test objectives with a strong foundation in computer information systems. The selected candidate is responsible for the cost, schedule and technical performance and must act with speed, guide others in producing quality work, be a champion of engagement, build team morale, be self-motivated, and have the ability to communicate complex technical issues and solutions. A successful track record of program performance, interpersonal team building skills, and management/lead experience is required.

Primary Level Salary Range: $161,100.00 - $241,700.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Additional responsibilities include:
- Coordinating with EI&E department manager providing timely resource forecasts to ensure proper staffing is in place to execute the SOW(s)
- Managing cost, schedule, and technical performance of lab capital projects / facilities initiatives, as well as providing inputs to yearly capital plans and long-range strategic planning
- Perform program and functional management duties for a team of 10 to 15 direct reports
- Driving process rigor, ensure compliance to meet company, program, and security requirements
- Managing cost, schedule, and technical performance across multiple program SOWs to include personnel resource planning
- Lead root cause corrective actions related to lab infrastructure
- Continually coordinate lab issues and solutions with the IPT and across IPTs
- Continually seek to improve our lab infrastructure efficiency/capacity/flexibility
- Ensure change requests are properly reviewed for Lab infrastructure cost & schedule impacts
- Support proposal activities to include change request generation
- Manage program Risks & Opportunities related to lab infrastructure and associated labor
- Exhibit excellent communication, mentoring, interpersonal skills, and the ability to collaborate with senior management, peers, and staff
- Own and lead improvements across employee engagement, hiring, professional development, training, and retention of top talent
Basic Qualifications:
- Bachelor of Science in STEM and 9 years of related experience as defined below, OR a Master of Science in STEM and 7 years of related experience as defined below:
- Related experience includes professional and/or military experience to include a background in project management, engineering and test, IT and cyber controls, network architecture
- Must have an active DoD Top Secret or higher clearance (with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation)
- Must have the ability to obtain and maintain Special Access Program (SAP) clearance within a reasonable period of time, as determined by the company
- Experience in leading multidisciplinary engineering teams to deliver complex technical solutions, within cost and schedule constraints, across the test phase or various phases of the engineering lifecycle
Preferred Qualifications:
- Master's or Ph.D. in Engineering or a related field
- Current program SAP clearances
- Experience working in hardware/software integration and test laboratories or field testing or data center style server rooms
- Experience with Earned Value Management Techniques (EVMS) / Control Account Management (CAM), Integrated Master Schedules (IMS), Basis of Estimates (BOEs) and cost-schedule-risk trade off management
