Job Description
T-Rex Solutions is seeking a strategic and hands-on Decommissioning Lead to drive the planning, coordination, and execution of legacy system decommissioning across the Joint Operational Medicine Information Systems (JOMIS) portfolio. This role will focus on transitioning legacy operational medicine systems, including the Theater Medical Data Store (TMDS) and broader Theater Medical Information Program - Joint (TMIP-J) ecosystem, into modernized platforms such as MHS GENESIS Theater, Operational Medicine Care Delivery Platform (OpMed CDP), and other emerging JOMIS capabilities.
JOMIS is actively consolidating a historically fragmented set of legacy medical systems into a unified, interoperable operational medicine environment supporting health care delivery, patient movement, medical command and control, and situational awareness across deployed environments. This role requires coordination across a complex stakeholder environment including government leadership, BCG, vendors, and value teams to ensure legacy capabilities are properly assessed, mapped, migrated, or retired with minimal disruption to mission-critical medical operations.
Over time, as legacy systems are decommissioned, the role will evolve to support integration and optimization across the modernized JOMIS ecosystem.

In compliance with pay transparency guidelines, the annual base salary range for this position is $125,000 - $150,000. Please note that the salary information is a general guideline only. T-Rex considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/training, key skills, internal peer equity, as well as market and business considerations when extending an offer.

Responsibilities:
- Lead development and execution of decommissioning strategies across JOMIS legacy systems, including TMDS, TC2, AHLTA-T, & TMIP-J modules
- Proactively drive work forward and communicate across products, vendors, & leadership teams
- Coordinate transition of legacy capabilities (e.g., medical situational awareness, logistics, patient tracking, data storage) into modernized systems
- Leverage Jira roadmaps to track progress and run down updates across modern product teams
- Work across stakeholders to manage dependencies tied to systems such as CDP, BATDOK, MEDIX, OMDS, JMPT, & TBLD, and other operational medicine tools currently being replaced or modernized
- Identify and manage risks, milestones, and dependencies associated with legacy system retirement and capability transition
- Ensure legacy use cases and workflows are appropriately mapped to modernized platforms such as MHS GENESIS Theater or formally dispositioned
- Support replacement of TMDS, AHLTA-T, & TC2 functionality with modern systems that improve data accessibility, interoperability, and operational decision-making
- Develop executive-level artifacts including COAs, LOEs, and status reporting for leadership
- Serve as liaison between technical teams and leadership to ensure alignment on decommissioning strategy and execution
- Participate in engineering and governance forums including technical working groups and ERBs
- Support PI Planning to align decommissioning efforts with broader JOMIS modernization roadmap
- Bachelor's degree in computer science, Information Technology, Healthcare IT, or related field. Master's preferred
- Proven experience in program management within Healthcare IT, Operational Medicine, or large-scale system modernization efforts
- Experience with legacy system decommissioning, system migration, or enterprise transformation programs
- Familiarity with DoD healthcare systems, including operational medicine environments or deployed medical systems
- Experience working with or exposure to systems such as TMDS, TMIP-J, or similar legacy health IT platforms strongly preferred
- Strong understanding of Agile methodologies and tools such as JIRA and Confluence
- Ability to translate complex technical and clinical workflows into executable plans
- Strong stakeholder management and communication skills across technical and executive audiences
- U.S. Citizenship with ability to obtain/maintain CAC
- PMP certification
