Duties

Summary:
The primary purpose of this position is: To serve as the program manager and Force Deployment Planner for Joint Task Force - National Capitol Region (JTF-NCR) managing force and unit deployment planning data and plans for the Joint deployment of forces assigned and allocated to JTF-NCR performing Homeland Defense (HD), Defense Support of Civil Authorities (DSCA), and Theater Security Cooperation operations and exercises.

Duties:
  • Serves as the sole JTF-NCR GFM Planning Analyst and staff functional authority on GFM policy and procedures necessary to conduct operations for the entire range of conventional Combined and Joint Military Operations.
  • Serves as the staff functional authority for Information Technology (IT) as it relates to GFM, JCRM, and JOPES systems, policies, and procedures.
  • Serves as JTF-NCR's primary GFM and JOPES staff action officer; develops and analyzes the Global Force Management Allocation Plan (GFMAP) supporting JTF-NCR / USNORTHCOM operations and exercises.
  • Be prepared to stand a regular watch in the JTF-NCR Command Center to monitor the overall homeland situation and to react to various types of events in the context of all hazard threats to the homeland.
Conditions of Employment:
  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment. Access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, and involvement in Top Secret Special Access Programs (SAP) is required.
  • This position is designated by the Agency as a Test Designated Position (TDP) under the Agency Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Agency, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DOD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
  • May be required to perform Battle Roster functions during Exercises and Real-World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or a physical/medical assessment to deploy to alternate duty locations (non-combat) or in-place. The physical/medical assessment is not a pre-employment requirement.
  • Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series 0301.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes mastery of the DOW, JCS and Service organizational structures and command relationships to make recommendations significantly changing, interpreting, or developing critical Joint force deployment and management policies and programs; Expert knowledge of the National Military Command and Control System (NMCCS) to apply to USNORTHCOM and JTF-NCR mission. Incumbent must have expert knowledge of complex Service and Joint military doctrine supporting the entire spectrum of military operations; Knowledge of U.S. military organizations (Joint and Service, including Guard and Reserve), their missions, capabilities, and limitations to interface intelligently and expeditiously with subordinate and senior commands; Knowledge of command and control systems for Joint Military Operations, including GFM, JOPES, DoW transportation systems, and Defense Readiness Reporting System (DRRS) software and hardware, particularly with respect to data base management, data retrievals, and report preparation; Mastery of GFM/JOPES policies and IT systems is required, particularly the crisis action planning procedures, to include initial TPFDD generation and monitoring of the TPFDD throughout the operation or exercise. This knowledge is required to monitor, assess, and make recommendations regarding the movement of personnel and material in support of the deployment process; Expert skill in interpreting, evaluating, and recommending course of actions responding to technical issues associated with force readiness and deployment planning to provide the Commander, JTF-NCR and other superiors with time-sensitive information; Knowledge of Joint and DoW correspondence and administrative format requirements and support procedures, to include capability to perform complex tasks associated with word processing, e-mail, computer calendar creation and maintenance, graphics, desk-top publishing, project management, area networks, message creation and department message handling systems; Incumbent must demonstrate superior skill in communicating, both orally and in writing, with senior (Flag Officers / General Officers) and junior level personnel from all Services. Incumbent will be required to chair and participate in conferences, meetings, and conduct briefings for high-level military and civilian representatives.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Comprehensive knowledge of DoW military command structure, mission, and relationship factors to make recommendations that influences the development, interpretation, and execution of DoW operations and exercise planning.
  • Comprehensive knowledge of the roles and organization of the Joint, Services, and DoW agencies as they apply to crises and consequence management.
  • Knowledge of U.S. National Policy (National Security Strategy, National Military Strategy, Unified Command Plan, Joint Strategic Capabilities Plan, Unified Action Armed Forces, and other applicable national plans and policy documents) as well as regional security issues and an understanding of the regional military forces capabilities and functions to develop operations orders and crisis action plans; this includes an expert knowledge of the forces and resources required to accomplish a wide variety of military operations, contingencies, and other missions.
  • Knowledge of policy, procedures, processes, and information flow associated with joint command and control operation planning and execution systems. Knowledge of joint and Service exercise and operations planning, budgeting, and evaluations processes and management procedures, software, and hardware for GFM and JOPES to serve the NORAD-USNORTHCOM staff.
  • Ability to plan, organize, and direct staff members and mentor, motivate, and apprise the staff of an organization. Must be able to communicate effectively, both orally and in writing.
  • Ability to maintain composure in high stress homeland defense, civil support, consequence management, and interagency situations, such that critical characterization judgments, recommendations of national importance, and timely advice can be given to the Commander in a clear and concise manner.
  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
