SAIC is seeking a talented Senior Program Analyst to support NSWC Crane, IN Hypersonic programs.
The Senior Program Analyst will provide critical programmatic and financial management support to the Naval Surface Warfare Center (NSWC) Crane Joint Hypersonics Transition Office Leadership Team. This role emphasizes acquisition planning, financial oversight, and portfolio execution in support of national security initiatives. The successful candidate will be a highly motivated professional with extensive experience in acquisition management, financial systems, and coordinating project deliverables across federal defense programs.
As a valued member of the JHTO team, the Senior Program Analyst will work in a hybrid capacity, reporting on-site to the Crane facility one day per week for collaborative meetings and project coordination.

The Senior Program Analyst will be responsible for but not limited to the following duties:
- Process and track procurement orders
- Support Statement of Work (SOW) development, including tracking and administering contract deliverables, such as DD254s and acquisition documentation.
- Provide expertise on acquisition planning, interagency agreements, and contract management processes.
- Plan and coordinate funding allocations, develop execution plans, and verify budgetary updates.
- Prepare and monitor financial documents, funding plans, and milestone plans to ensure budget compliance and efficient resource utilization.
- Use tools like Deltek and ERP systems for financial reporting, tracking expenditures, and creating burn rate analyses.
- Maintain and track project milestones and deliverables, as well as respond to program requirements in collaboration with government technical leads and stakeholders.
- Provide input on and maintain Payable Milestone Plans and Project Management Tools.
- Review and verify accuracy of financial obligations, work plans, and milestone accomplishments.
- Work closely with government stakeholders and technical teams to prepare high-quality weekly and monthly program reports to track progress, risk, and funding changes across the JHTO portfolio.
- Communicate effectively with requesting offices, government technical team leads, contract representatives, and vendors to ensure contract and program compliance with goals.
Qualifications
Required Education:
- Bachelor's degree and six (6) years' experience; additional four (4) years' experience can be considered in lieu of degree
Required Clearance:
- Must possess an active Secret security clearance with the ability to maintain; US Citizenship required
Required Skills:
- Minimum of 6+ years of experience in government acquisition management, financial reporting, and programmatic execution; Relevant positions at NSWC Crane strongly preferred
- Knowledge of Defense Logistics Agency (DLA) operations, tracking systems, and contract management processes, including Contract Data Requirements List (CDRL) and milestone deliverables
- Proficiency with Deltek systems, ERP, and Integrated Product Data Management (iPDM)
- Strong understanding of DCAA regulations and federal acquisition compliance standards
- Skilled with software and collaboration tools, including Microsoft Word, Excel, PowerPoint, Access, Teams, and Adobe
- Proven ability to work both independently and collaboratively in a dynamic environment
Desired Skills or Required Certifications:
- Demonstrated experience supporting NSWC Crane programs
- Familiarity with S2MARTs OTA projects and processes
- Strong organizational, analytical, and problem-solving skills, with experience in risk reporting and mitigation strategies
