Job Description:

Semper Valens Solutions currently has an opening for an Operations Analyst (HR Civilian Generalist) within the Capability Portfolio Executive (CPE) Ground HQ(Formerly PEO Soldier) at Fort Belvoir, VA. In his role, the candidate will provide support for all HR functions to support the civilian government workforce.

Job Duties

  • Prepare Position Requirements Descriptions (PRDs) and/or advises managers in preparation of PRDs, assuring that they are adequate for classification purposes.

  • Provide guidance to management concerning recruitment strategies

    • Review and qualify resumes that come through USAJOBS

    • Create scoring matrices and schedules interviews for qualified candidates

    • Draft and staff internal documents for candidate selection and pay settings for new hires

    • Submit and review Requests for Personnel Action (RPAs) in the Defense Civilian Personnel Data System (DCPDS) and tickets in AUTONOA for accuracy and completeness prior to forwarding to the Civilian Personnel Advisory Center (CPAC) for processing, ensuring all required technical aspects of requested personnel actions are researched and coordinated with appropriate management personnel prior to submission. Actions include but are not limited to recruit/fills, reassignments, non-pay/non-duty status, temporary promotions and reassignments, awards, salary changes, and separations



  • Receive award nomination packages and review for accuracy and compliance with governing regulations and policies

  • Disseminate and collect nominations for higher-level awards

  • Review nominations and assist with final submission

  • Use a variety of automated systems (AUTONOA, BOBI, CPOL) to manage and track personnel assignments and utilization, incentive awards, leave usage, personnel actions and training

  • In-Process all civilian hires

    • Maintain files and documents on all civilian personnel and coordinate actions with appropriate staff or supervisors

    • Super-User for the Defense Automated Time Attendance and Production System (DATAAPS)

    • Add and close employee records

    • Add and close appropriate Cost Center and WBS codes to ensure proper charging of labor hours

    • Review and ensure timecards are concurred (employee signed) and certified (supervisor approved)

    • Train timekeepers, certifiers and new employees



  • POC for the Financial Disclosure Management system

    • Ensure all civilians and military personnel that are required to submit reports complete them annually as well as when they are new to the organization.

    • Assist in maintaining the Human Resources Database (HRDB) for all PEO Personnel (including Civilians, Military, Contractors and Matrixed support civilians and contractors).

    • Maintain multiple documents and spreadsheets with historical data for accuracy and ad hoc reporting.



  • Possesses and independently applies a comprehensive knowledge across key tasks and high impact assignments; may be assigned responsibility to participate in or lead project efforts to:

    • Support organizational-level operations and information with higher headquarters, subordinate organizations, and external stakeholders

    • Manage taskers and staffing packets





Requirements Qualifications

  • Active Secret security clearance is required.

  • U.S. Citizenship is required.

  • Must have demonstrated experience with the following systems:

    • DCPDS - Defense Civilian Personnel Data System

    • AutoNOA - Automated Notification of Action

    • FASCLASS - Fully Automated System for Classification

    • DATAAPS -Defense Automated Time Attendance and Production System

    • FDM - Financial Disclosure management



  • Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint) and SharePoint


Education Requirements:

  • Level II: Related Associate's Degree with = 1 years experience, or High School Graduate (or GED) with = 2 years experience

  • Level III: Bachelor's degree with = 6 years relevant experience, or Associate's degree with 10 years relevant experience
